This study develops a reliable transdisciplinary framework for complex ecological and social systems by characterizing, mapping, typifying, assessing, and testing enhanced water-energy-food nexus scenarios under critical time constraints, specialized skills, or sensitive data accessibility. Detached management of limited essential resources like fresh water, reliable energy from renewable sources, and nutritious food can jeopardize regional economies and governance. This study examined land use and crime against persons and crime against property in Las Vegas, Nevada at varying spatial levels of analysis. Using crime data provided by the Las Vegas Metropolitan Police Department and the Clark County Assessor’s office, results at the macro-level of analysis reveal that property crime rates concentrated on commercial, transportation, communication and utilities, and industrial land use, whereas violent crime concentrated at commercial, multi-residential, and civic, institutional, and recreational land use. A non-conforming zone change, sometimes known as a non-conforming zone boundary amendment is a proposed request that is not within the range of residential densities and/or non-residential intensities indicated on the applicable land use plan map, master plan, or concept plan. The city of Las Vegas and surrounding municipalities have varying preservation programs in place. The distinctions between the municipalities historic preservation programs foster little protection for the historic site itself in most cases. The basis of this research, is to evaluate the North Las Vegas area in order to develop knowledge of what areas are in critical need of rehabilitation. Improperly maintained affordable housing is one of the largest sources of wasted resources.
