This study reviews Clark County's non-conforming zone change process from 1990 to 2002. A non-conforming zone change, sometimes known as a non-conforming zone boundary amendment is a proposed request that is not within the range of residential densities and/or non-residential intensities indicated on the applicable land use plan map, master plan, or concept plan. [Abstract written March 2008, TLC] Under worst-case planning assumptions used by some major metropolitan areas, a Neighbor-to-Neighbor self-help program model is the primary link between citizens and the professional response personnel of the responsible government agencies.

In the Neighbor-to-Neighbor self-help program model or a Community Emergency Management Plan (CEMP) calls on the citizens in neighborhoods to identify and establish cluster emergency preparedness committees, Cluster Emergency Coordination Centers (CECC) and Community Emergency Response Teams (CERT). Since 1978, studies by the International Joint Commission (the bi-national commission mandated to protect the Great Lakes) have shown increasing water quality stress due to urban non-point source pollution. The key question for the IJC today, as an international commission with no direct enforcement power, is how the IJC can be effective in getting the parties and their jurisdictions to improve management of non-point source pollution issues when the land use trigger is primarily a local government issue. Debate on the sustainability of human settlements has recently been focused primarily on the urban portion of the land use pattern. However, urban areas rely on suburban, rural, and other less densely settled lands for their existence. In order to quantify the impacts of various land patterns on their supporting resources, these exurban lands must be included in any sustainability assessment. This need for a regional view has resulted in a measurement method that enables comparisons of relative sustainability between various regional land use patterns. Phase I Archaeological Intensive Survey Of Hassanamesitt Woods Property, Grafton, Massachusetts, Jack Gary, Stephen Mrozowski, David B. Landon

The Center for Cultural and Environmental History conducted a Phase I archaeological intensive survey of the Hassanamesitt Woods property in Grafton, Massachusetts from October 2004 through January 2005. Documentary evidence has suggested that the property may contain remains of the church for the Praying Indian village of Hassanamisco, established by John Eliot in 1660. Historical deed research has also placed several Nipmuc families on the property in the early 18th century, suggesting the area was resettled by the original inhabitants of Hassanimisco in the aftermath of King Philip's War.
