Communities need analytical tools and technical support to assess and balance multiple priorities when making land use and development decisions. For many communities, priorities to be considered regarding land use decisions include resource conservation and climate adaptation, economic development, investing in new versus existing communities, and maintaining fiscal responsibility. This article examines the historical use of fiscal impact analysis and some thoughts on where the field should go in the future.

This thesis was carried out in the Kiryandongo Refugee Settlement in Northern Uganda to test a new model to improve access to clean energy technologies in the refugee settlement. The settlement hosts more than seventy-five thousand refugees, including the Internally Displaced Persons (IDPs) from the Bududa landslides in Eastern Uganda. The literature review shows the challenges faced in the humanitarian sector. The challenge is met in providing lighting and improved cooking technologies to all refugees in settlements and camps globally. Despite the strides made towards addressing climate change through greenhouse gas (GHG) emissions reduction strategies, it has become increasingly apparent that attempting to mitigate the crisis in such a manner alone is insufficient. This thesis joins a growing body of research on how our societies must adapt to a changing climate, contributing more evidence on common barriers to adaptation and how they might be overcome. Thomasville heights is a displacement neighborhood for people pushed out by Atlanta’s Urban Renewal projects. Thomasville Heights remains a casualty of a system of economic segregation. Under this system of segregation these neighborhoods are left in detrimental states. It is in places like Thomasville Heights where the phrase “place matters” becomes a call to action. A town of 6000 residents and only one elementary school, Thomasville heights is bordered by multiple freight yards, a cemetery, landfills, and Atlanta’s US penitentiary, just a 5-minute walk from that one elementary school. The overall purpose of this study was to research the effects of adventure tourism on rural towns and villages, notably their financial cultural and physical aspects. Issues such as the commodification of lived experiences in a post-colonial context will be examined. The study was conducted via interviews from hotel workers and guides in major tourist cities (Fes, Rabat and Merzouga). I found that most international tourists hailed from Western countries; thus, English or French were the primary languages used in the tourism business. Some progressive businesses are attempting to move beyond “net zero” in terms of achieving neutral environmental impacts and instead are now pursuing a goal of net positive. Cooperative housing may be a viable and financially-sound alternative for individuals and families of low to moderate income, as Portland, Maine’s downtown area becomes gentrified raising property values to unaffordable heights. Of the 13,546 family households in Portland, 8.7% earn below $25,000, which for an average family of four $24, 250¹ is considered to be in poverty, and 18.4% earn between $25,000 and $50,000. Meanwhile, 13.2% of the 16, 561 non-family households are below the poverty line, and 27.5% earn between $25,000 and $50,000 (US Census Bureau, 2014).

The purpose of this report is to examine the feasibility of the Town of Palmer becoming a passenger stop on a proposed East-West rail line that would connect to Union Station in Springfield and South Station in Boston. The report is presented in two parts. Part one presents the primary reasons that would make the case for a stop being placed in Palmer. The second presents a series of case studies to stimulate ideas on how Palmer could promote further growth through the creation of transit oriented development (TOD) around any future stop.

Innovation districts are a relatively new strategy in urban economic development. They have been fast gaining attention and popularity, due in part to energetic third-party promotion and the apparent successes of two early adopters: Barcelona and Boston. As additional cities establish and promote innovation districts, it benefits policymakers to possess information regarding their characteristics and suitability as an economic development approach.
