This research explores the policy factors influencing the intraregional development of rail transit. For the purpose of this research, policy factors include: institutional arrangements, factors associated with governance, and factors in the policymaking process. The research questions are studied in five case study MSAs within the Pacific West and Mountain West regions of the United States: Phoenix-Mesa-Chandler, AZ; Denver-Aurora-Lakewood, CO; Riverside-San Bernardino-Ontario, CA; Los Angeles-Long Beach-Anaheim, CA; and Portland-Vancouver-Hillsboro, OR. Planner, conservationist, forester, and geographer Emile Benton MacKaye envisioned a revolutionary, extensive foot trail that would promote the interaction between communities throughout the United States' distinctive eastern region. His 1921 plan for the Appalachian Trail (A.T.) focused on balancing the basic requirements for life in and out of the urban context by developing an ‘indigenous’ environment and developmental mold (Bower 1962, 372). However, almost a century has passed, and MacKaye's approach to the planning process, organization, environmental development, and the rural economy remains hidden beneath the mountain forest canopy extending from Maine to Georgia.

The Bluff River Trail (BRT) is a future 10+ mile trail along the San Juan River corridor in the 4-Corners region of the Southwestern United States. By asking, what is the land ethic of the Bluff Community? this qualitative study identifies behaviors and beliefs, or land ethics, between seven Bluff residents and the San Juan River corridor. A land ethic contributes to the social re/production of space; therefore, third space theory contextualizes intersecting and contradicting spatialities evidenced in data. Airborne light detection and ranging (LIDAR) systems allow archaeologists to capture 3D data of anthropogenic landscapes with a level of precision that permits the identification of archaeological sites in difficult to reach and inaccessible regions. These benefits have come with a deluge of LIDAR data that requires significant and costly manual labor to interpret and analyze.
