Enforcing Higher Standards For Flood Hazard Mitigation In Vermont, Tamsin Flanders

The state of Vermont faces increasing risk of costly damage from catastrophic flooding events as climate change increases the frequency of heavy rains and cumulative precipitation. In addition to increasing flood inundation risk, extreme precipitation events are leading to high rates damage from fluvial erosion—erosion caused by the force of floodwater and the materials it carries. As in all U.S. states, flood hazard governance in Vermont is shared by multiple levels of government and involves a complex compliance model that relies on local governments to regulate private property owners to achieve community, state, or federal goals.

Urban systems involve a multitude of closely intertwined components, which are more measurable than before due to new sensors, data collection, and spatio-temporal analysis methods. Turning these data into knowledge to facilitate planning efforts in addressing current challenges of urban complex systems requires advanced interdisciplinary analysis methods, such as urban informatics or urban data science. The nation has achieved global economic and environmental recognition due to the extensive development of its hydrological resources in the form of hydroelectric power plants. Green Pond Conglomerate (GPC) is a maroon colored quartzite with white quartz pebbles, a classic “puddingstone”. GPC derives from a NW-SW-trending sliver of Paleozoic sediments, the “Green Pond Outlier”, surrounded by older metamorphic and igneous rocks of Morris and Passaic Counties. Buildings, retaining walls, field fences, and monuments incorporate the durable and attractive stone, in a distinct geographic area of Morris County. Several instances of structures completely constructed or faced with GPC occur in and around Morristown, limited to affluent houses and one prominent church. Studying the growth pattern of cities/urban areas has received considerable attention during the past few decades. The goal is to identify directions and locations of potential growth, assess infrastructure and public service requirements, and ensure the integration of the new developments with the existing city structure. This dissertation presents a novel model for urban growth prediction using a novel machine learning model. The model treats successive historical satellite images of the urban area under consideration as a video for which future frames are predicted. This dissertation aims to identify the combinations of spatial arrangements and physical features that influence young children’s access to play and the quality of their play opportunities in a heterogeneous sample of high-rise housing in India. This dissertation examines geographic forms of evidence in the practices of landscape architects and geographers. I analyze evidence not only as an epistemic phenomenon, but as an aesthetic one, as well. Convincing an audience that the world is (or should be) one way and not another requires that knowledges be stacked, extended, and stitched together in a manner admissable to an audience. Harris County, Texas, experiences flooding almost every year, and the situation is getting worse. Uncontrolled development is leading to an increase in flooding events. This study investigated how rapid urbanization and sprawl led to a higher frequency and intensity of flooding in the Cypress Creek watershed in northern Harris County. According to urban ecology, the basis of the theoretical framework, the human actions on the environment are not just bystanders, but direct contributors as inputs. Property rights in the subsurface of land are adapting to accommodate modern activities like massive hydraulic fracturing (fracing). Property rights will need to continue adapting if they are to accommodate other developing activities like large-scale carbon capture and storage (CCS). Courts and commentators rarely approach the nature of subsurface property directly. They tend instead to discuss appropriate standards for tort liability when disputes arise—for example when artificial fissures from a frac treatment extend into and drain oil or gas from a neighbor’s land.
