Forty K-8 teachers participated in small, in-depth, facilitated discussions about "pressure points" in the curriculum. We define a pressure point as a topic, skill, or concept that is crucial to future mathematics learning but which many or most students do not master to the extent expected at a given grade level. They are issues that persist from one grade level to the next; eventually they impair the ability of students to succeed in technical disciplines. The teachers identified a number of pressure points; we focus on an understanding of place value and "reasonableness" of answer as two examples that were …

The National Numeracy Network grew from heightened awareness of the complex and sophisticated nature of quantitative literacy and the resulting need for interdisciplinary attention to education for quantitative literacy in schools and colleges. This complexity and sophistication applies especially to the US where it is fueled by an agile economy and the needs of a democratic society. This paper describes the environment surrounding the National Numeracy Network’s establishment, some of its activities, and some complementary and synergistic actions by other professional societies. The purpose of this study was to examine the leadership behaviors that improved student achievement in three selected Georgia high schools. The participants were chosen based on successfully achieving adequate yearly progress (AYP) during 2005-2006 school years, as outlined by the Georgia Department of Education. Fifteen leaders from three Georgia high schools were interviewed to examine their roles in improving student achievement. Research protocol questions guided the interview to capture the essence of the work of leaders. Despite the high educational and occupational attainment—and considerable talent—of women in Massachusetts, the state ranks just 22nd in the nation on women's overall share of top executive, legislative, and judicial posts, compared to their share of the population. The goals of this study were to (1) calculate the percentage of women holding senior-level positions in state government at these four points in time; (2) analyze the distribution of appointments by type of position and executive office; (3) provide possible explanations for the status of women’s representation in these positions; and (4) offer recommendations that will serve to promote the appointment …

The article provides an overview of the turbulent and challenging times facing teachers and administrators in rural schools. The article examines literature from over the past decade to paint a full picture of the economic and social pressures exerting themselves in rural America and the impact these forces are having in rural schools. Conventional methods for the control of invasive pests are generally effective only on small-space scales or short-time frames. For most well established pest populations, longer-term efforts to manage the problem have been largely abandoned. I examine the potential of using “autocidal” genetic techniques to control terrestrial vertebrate pests, based on the inheritance through males of transgenes that either sterilize females or convert them into functional males (“daughterless”). Simulation analysis of two high profile pest species, the cane toad (Bufo marinus) in Australia and brown rats (Rattus norvegicus) in an urban environment, using realistic parameters, suggests that …

Farmers’ Preferences For Development Intervention Programs: A Case Study Of Subsistence Farmers From East Ethiopian Highlands, Wagayehu Bekele

The aim of this paper is to better understand farmers' perception of the relevance of different development intervention programs. Farmers’ subjective ranking of agricultural problems and their preference for development intervention are elicited using a stated preference method. The factors influencing these preferences are determined using a random utility model. The study is based on a survey conducted in the Hunde-Lafto area of the East Ethiopian Highlands. Individual interviews were conducted with 145 randomly selected farm households using semi-structured questionnaires. The study suggests that drought, soil erosion and shortage of cultivable land are high priority agricultural production problems for farmers. …

In addition to redistributive policies aiming at social protection, asset-based policy, which integrates social protection and social investment, is another viable option for progressive rural development. Objective. Over the past decade, federal and state governments have substantially liberalized asset limits in welfare. This paper examines whether this policy change promotes asset accumulation among the target population of actual and potential welfare recipients. Methods. Utilizing household data from the Panel Study of Income Dynamics and state data, this study employs a difference-in-difference approach in order to determine whether state asset limits affect the target population’s financial and vehicle asset accumulation. ''Figuring the Refugee" explores humanitarian relief for refugees as a discourse; a system of communication and identity-making which creates a subhuman refugee and perpetuates the problems of assistance. Through an auto-ethnographic narrative of my experience in the camp, I consider how the space itself creates exploitative binaries between aid workers and refugees. In an analysis of the United Nations 2006 film appeal, I argue that the discourse is normalized by images of the dehumanized refugee. The rhetoric of the film appeal limits the response of the western viewer to an uncritical sympathy, and allows for ineffective models of refugee assistance …

The Federal regulation-writing process is vital to understanding how laws are translated into policy. This paper re-examines data on human services interest groups active in lobbying the executive branch to determine what factors influence their effectiveness. Building on findings from Hoefer (2000), structural equation modeling is used to re-analyze the original regression model of interest group effectiveness (IGE) on a sample of 127 Washington D.C.-based interest groups. Results indicate that some of the previous findings are not supported and an alternative model is proposed. A group's position, context and access to information and policymakers emerge as significant determinants of IGE. …

The anti-discrimination law governing placement of children in foster care and adoption was intended to speed the adoption of Black children who could not be reunited with their families of origin. Only recently have two states been fined for violating this decade-old law. Based on our analysis of administrative data collected by the Children’s Bureau of the U.S. Department of Health and Human Services, we conclude that more vigorous enforcement of the anti-discrimination law in adoption could result in significant gains to Black children. We find that Black children spend more time as legal orphans than children of other races …
