The Challenge Of Administration By Regulation: Preliminary Findings Regarding The U.S. Government's Venture Capital Funds, Jonathan G.S. Koppell

This article assesses the ability of elected officials to control public policy as implemented by public/private hybrid organizations, specifically, government venture capital funds. The study reveals greater control over OPIC investment funds than Enterprise Funds despite the existence of more traditional administrative tools of control for Enterprise Funds. This finding suggests that the regulatory infrastructure for hybrid organizations is more determinative of control than the existence (or lack) of traditional administrative control tools. Thus the challenge of hybrid government centers on the development of regulation as a substitute for administration.

States Of Emergency - Moderating Their Effects On Human Rights, Venkat Iyer

There has been a runaway proliferation of emergency regimes worldwide in recent decades. This, coupled with the high incidence of human rights abuses which accompany them, has made states of emergency a matter of increasing concern among human rights policymakers and monitors. The author evaluates the various measures that have been taken by the international community to moderate the effects of emergencies, and outlines possible future strategies to increase the effectiveness of such measures.

Many of Canada's language laws represent an attempt by governments to articulate national or provincial linguistic identities. How fitting, therefore, that Annotated Language Laws of Canada is a work which is itself in search of an identity. There is, in fact, some dissonance between what this book claims to be and what it actually is. Although its cover suggests that it is part of a series of "New Canadian Perspectives," there is little that is new (in the sense of original) in the work, other than the actual compilation. Supplemental Security Income - An Underused Resource For Disabled Tanf Recipients In Illinois, Center For Urban Research And Learning, Michael A. O'Connor

This paper reviews the literature that assesses the incidence of severe impairments among parents and children receiving AFDC and TANF, and projects that analysis to estimate the number of persons eligible for, but not receiving SSI in the Illinois TANF caseload. The paper also reviews current investment in screening for eligibility and pursuing SSI benefits for TANF recipients, and articulates a rationale for further investment. Prior research supports an estimate that between 8-12,000 children, and 4- 18,000 parents in the Illinois TANF caseload are SSI eligible but not enrolled. This study tested three political sociology policy making theories with relation to the media coverage of an act of political violence and the affiliated policy formation processes related to this event. To test the three theories, a case study was conducted on the bombing of the Alfred Murrah Federal Building in Oklahoma City on April 19, 1995 and the subsequent policy enacted under the auspices of the Antiterrorism and Effective Death Penalty Act (AEDP).
