This article describes how the psychological rationales for, and the consequences of, the same nuclear policies can be constructed very differently by different groups of nuclear policymakers. Some possible rationales for these differences are offered.

The Course Of Law Cannot Be Stopped': The Aftermath Of The Cumberland Rebellion In The Civil Courts Of Nova Scotia, Jim Phillips, Ernest A. Clarke

This article examines a series of cases launched in the Nova Scotia courts following the Cumberland Rebellion of 1776. In these cases loyalists sued former rebels, including those granted amnesty by the authorities, for losses sustained during the rebellion. The article traces the history of the cases and places them in the context of post-rebellion government policy. It argues that such proceedings were without precedent and effectively took the place of official schemes of expropriation of rebel land and compensation to loyalists. The History And Status Of Children's Allowances: Policy Background For Children's Savings Accounts, Jami C. Curley, Michael Sherraden

Children’s allowances, a common feature of twentieth century welfare states, are cash grants to families with children. The concept of a government-provided monthly cash benefit to foster income security for all children has never had widespread political appeal. This report traces the history of children’s allowances in other nations to see what can be learned about child support policies.

This article illustrates how governmental tax policymakers are an insignificant threat to tobacco companies. Security implications are alluded to--viz., company relationships with illicit trafficking organizations, the health of populations, and tax policies towards illegal drugs if the last were to become legal.

The Community-Based Management Of Fisheries In Atlantic Canada: A Legislative Proposal, Raymond Maccallum

The crises in Canada's fisheries demonstrate the failure of Canadian fisheries management practices to achieve their public policy objectives. The author proposes that a new fisheries management regime, based on principles of community-based management, should be implemented to better ensure the sustainability of both the fisheries and fishing communities. A draft bill is provided to establish a specific framework around which to discuss those values and interests that should be promoted and protected by legislation, and how legislation can be used to establish and nurture a new community-based management regime.

Salvaging The Welfare State?: The Prospects For Judicial Review Of The Canada Health & Social Transfer, Lorne Sossin

The Canadian Health and Social Transfer ("CHST"), which came into force on April 1, 1996, contains no national standards relating to the quality of social welfare. The goal of this new transfer was to promote provincial flexibility in the sphere of social policy. The author argues that this flexibility may undermine the core of the Canadian welfare state. Given the preoccupation of the provincial and federal governments with devolution, welfare recipients must turn to the judiciary to determine the "bottom line" of the welfare state. Independent Counsel: Process and Policy examines the Office of the Independent Counsel, established by the Ethics in Government Act of 1978. It discusses the history of the Act, its implementation, and its application. Although there is a need for independent investigation of high-level government officials, the Act suffers from major defects which damage its credibility in accomplishing the goals Congress set with its passage. Independent Counsel: Process and Policy suggests changes to the Act which will increase the efficiency and fairness of the office, and encourage efforts to eradicate the public's perception of the independent counsel as a renegade.

The 1971 Wild Horse and Burro Act (PL 92-195) charged the Bureau of Land Management (BLM) with the management and protection of wild horses and burros on public lands. The implementation of the Act was remiss in failing to recognize the limitation of expertise within the Bureau in carrying out its new responsibilities. The lack of specialists in horse and burro management led to an inconclusive protection policy that consequently has generated conflict and controversy. Therefore, policy decisions and actions associated with management and protection programs have been subjected to charges of abuse, neglect, and corruption. This thesis will discuss …
