In November 2013, a group of international experts in animal research policy (n = 11) gathered in Vancouver, Canada, to discuss openness and accountability in animal research. The primary objective was to bring together participants from various jurisdictions (United States, Sweden, Australia, New Zealand, Germany, Canada and the United Kingdom) to share practices regarding the governance of animals used in research, testing and education, with emphasis on the governance process followed, the methods of community engagement, and the balance of openness versus confidentiality. During the forum, participants came to a broad consensus on the need for: (a) evidence-based metrics to …

Many cull dairy cows enter the marketing system and travel to widely dispersed and specialized slaughter plants, and they may experience multiple handling events (e.g., loading, unloading, mixing), change of ownership among dealers, and feed and water deprivation during transport and at livestock markets. The objectives of this study were to describe the diverse management of cull dairy cows in Canada and establish consensus on ways to achieve improvements. A 2-day expert consultation meeting was convened, involving farmers, veterinarians, regulators, and experts in animal transport, livestock auction, and slaughter. The 15 participants, recruited from across Canada, discussed regional management practices …

Human–wildlife conflicts are commonly addressed by excluding, relocating, or lethally controlling animals with the goal of preserving public health and safety, protecting property, or conserving other valued wildlife. However, declining wildlife populations, a lack of efficacy of control methods in achieving desired outcomes, and changes in how people value animals have triggered widespread acknowledgment of the need for ethical and evidence-based approaches to managing such conflicts. We explored international perspectives on and experiences with human–wildlife conflicts to develop principles for ethical wildlife control. A diverse panel of 20 experts convened at a 2-day workshop and developed the principles through a …

Pregnancy, Medicaid, State Regulation, And The Production Of Unruly Bodies, Khiara M. Bridges
Khiara M Bridges
This paper represents a concretization of thoughts generated during a year and a half of anthropological fieldwork in the obstetrics clinic of a large, public hospital located on the . As a condition of receipt of Medicaid coverage of prenatal care expenses, poor, uninsured pregnant women are compelled to meet with a battery of professionalsnamely nutritionists, social workers, health educators, and financial officerswho inquire into areas of women's lives that frequently exceed the realm of the medical. This paper argues that, as a result, Medicaid mandates an intrusion into women's private lives and produces pregnancy as an opportunity for state …

A Decent Home For Every Family? Housing Policy Initiatives Since The 1980s, Sondra J. Fogel, Marc T. Smith, Anne R. Williamson
Sondra Fogel
Afandamental economic and social principle embedded in the American psyche remains the value of shelter. However, housing policy is the result of a complex exchange among economic, political, and social agendas competing for attention within the multiple levels of local, state, and federal governments. This article intends to capture what we consider afea of the significant initiatives since 1980 that reflect these tensions and comprise our current housing policies and directions. Furthermore, we suggest additional housing issues that may need to be addressed by the next presidential administration.

This study identifies the types of political participation engaged in by MSW students (n=214). A self-report survey administered to MSW students at a Northeastern university indicates limited political involvement. MSW students participate in political activities not requiring significant time, energy, or resources. Furthermore, on the scale and its two subscales, micro-oriented students had less political participation than macro-oriented students. This study suggests firstyear social work students may lack the tools to engage in the political process effectively. Schools of social work should include political participation education in both micro and macro foundation courses and field placements

An Uber Ethical Dilemma: Examining The Social Issues At Stake, Florence Chee
Florence Chee
This paper aims to engage with the social issues emerging from the increasing reliance upon app-driven services, as they pertain to precarious labor and ethical standpoints in a digital era. Popular ride services such as Uber have been lauded for bringing much needed transportation services that are superior to expensive taxis or unpleasant or inaccessible public transit.
Design/methodology/approach
As a result of over three years of ongoing research and analysis, this paper is a comprehensive assessment of a number of social issues facing the integration of practices both signified and enacted in an economy driven by apps such as Uber. …

Online Hunting Forums Identify Achievement As Prominent Among Multiple Satisfactions, Alena M. Ebeling-Schuld, Chris T. Darimont
Chris Darimont, PhD
Understanding hunter satisfactions can lead to improved wildlife management policy and practice. Whereas previous work has suggested that hunters often seek multiple satisfactions (achievement, affiliation, appreciation), little is known about how satisfactions might vary with target species. Additionally, past research has mostly gathered data using interviews and surveys, which might limit scope as well as introduce strategic bias for potentially provocative subjects such as hunting. To address these gaps, we analyzed data from online hunting forums, which provide an open-access source of peer-to-peer discussion that is geographically and taxonomically broad. We used directed qualitative content analysis to analyze hunting narratives …

On January 23, 2012, Resolution No. 3 enacted the National Immigration Strategy for the island nation of Cabo Verde, the first of its kind in the country. As a buffer nation to Western Europe with a rapidly developing economy and good governance indicators, Cabo Verde is transitioning from a sending and transit country to a receiving nation for African mainlanders, especially from Guinea-Bissau. How effective are these immigration policies at managing these changing mobility patterns? Are immigrants successfully integrating into host communities? How might integration be handled more effectively? This policy briefing reports integration successes and failures from ethnographic research …

Mobilizing Public Markets To Finance Renewable Energy Projects: Insights From Expert Stakeholders, Paul Schwabe, Michael Mendelsohn, Felix Mormann, Douglas J. Arent

Financing renewable energy projects in the United States can be a complex, time consuming, and expensive process. Currently, most equity investment in new renewable power production facilities is supported by tax credits and accelerated depreciation benefits, and is constrained by the pool of potential investors that can fully use these tax benefits and are willing to engage in complex financial structures. For debt financing, non-government lending to renewables has largely been provided by foreign banks that may be under future lending constraints due to economic and regulatory conditions.
To discuss these and other renewable energy financing challenges and to identify …

Beyond Tax Credits: Smarter Tax Policy For A Cleaner, More Democratic Energy Future, Felix Mormann
Felix Mormann
Solar, wind, and other renewable energy technologies have the potential to mitigate climate change, secure America’s energy independence, and create millions of green jobs. In the absence of a price on carbon emissions, however, these long-term benefits will not be realized without near-term policy support for renewables. This Article assesses the efficiency of federal tax incentives for renewables and proposes policy reform to more cost-effectively promote renewable energy through capital markets and crowdfunding.
Federal support for renewable energy projects today comes primarily in the form of tax incentives such as accelerated depreciation and, critically, tax credits. Empirical evidence reveals that …
Enhancing The Investor Appeal Of Renewable Energy, Felix Mormann
Enhancing The Investor Appeal Of Renewable Energy, Felix Mormann
Felix Mormann
This article introduces an investor-oriented framework for the evaluation of renewable energy policy, applies these newly developed criteria to a qualitative comparison of the primary policy instruments, and offers recommendations to enhance the investor appeal of renewable energy in the United States.
The multi-trillion dollar task of scaling renewable energy technologies to mitigate climate change, ensure energy security, and create green jobs is one of the most daunting challenges of the twenty-first century. It is, in fact, too great a challenge for either the public or private sector to shoulder alone. Rather, public policy must catalyze private investment in renewable …

Application Of Default Rules To Address Financial Conflicts Of Interest In Academic Medical Centers, Joanna K. Sax

A recent report issued from the Institute of Medicine contains an extensive analysis of financial conflicts of interest (FCOIs) in biomedical science. In brief, an FCOI exists when a profit-seeking motive either unduly influences or appears to influence an academic scientist’s primary obligations. The cornerstone of current policy to address FCOIs at academic medical centers (AMCs) is disclosure; however, disclosure does not appear to appropriately regulate, manage, or eliminate FCOIs.
Although the relationships between intramural scientists and industry and extramural scientists and industry may be structurally different, they both can lead to FCOIs that threaten scientific integrity. Overall, the NIH …

Managing Major Educational Change: Is The Cyclical Integration Model The Answer?, Richard G. Berlach
Richard Berlach
Where minds meet, there lies the change vector. I have for a long time been fascinated by the way in which change, and specifically educational change, is managed. More often than not it seems, minds fail to meet in a crucial change-space. They either unwittingly zip past each other, deliberately avoid one another, or worse still, collide with excruciating force. This paper examines the interrelated role of government, the public service and teachers in successfully transitioning major change. It is argued that unless these bodies operate in synchrony, change negotiation is likely to be hampered. To this end, a model …

Earlier work has shown that consumers cannot effectively find information in privacy policies and that they do not enjoy using them. In our previous research on nutrition labeling and other similar consumer information design processes we developed a standardized table format for privacy policies. We compared this standardized format, and two short variants (one tabular, one text) with the current status quo: full text natural language policies and layered policies. We conducted an online user study of 789 participants to test if these three more intentionally designed, standardized privacy policy formats, assisted by consumer education, can benefit consumers. Our results …

Making Space For Grandma: The Emancipation Of Traditional Knowledge And The Dominance Of Western-Style Intellectual Property Rights Regimes, Ikechi Mgbeoji
Ikechi Mgbeoji
The question that this paper seeks to tackle is whether the patent system is of any relevance or pertinence to the search for mechanisms for the protection of traditional knowledge (TK) of the medicinal uses of biodiversity possessed by traditional knowledge practitioners across different parts of the world. Allegations of biopiracy have been made against researchers, bioprospectors and other entities actively scouring indigenous peoples’ cornucopia for the next miracle drug. The objective of this paper will be achieved through two main approaches. The first analyzes the historical and philosophical roots of the divide between dominant regimes of intellectual property rights …

The Greening Of Canadian Cyber Laws: What Environmental Law Can Teach And Cyber Law Can Learn, Sara Smyth
Sara Smyth
This article examines whether Canadian environmental law and policy could serve as a model for cyber crime regulation. A wide variety of offences are now committed through digital technologies, including thievery, identity theft, fraud, the misdirection of communications, intellectual property theft, espionage, system disruption, the destruction of data, money laundering, hacktivism, and terrorism, among others. The focus of this Article is on the problem of data security breaches, which target businesses and consumers. Following the Introduction, Part I provides an overview of the parallels that can be drawn between threats in the natural environment and on the Internet. Both disciplines …

A Discursive Institutionalist Approach To Understanding Policy Change: Ireland And Mexico In The 1980s, John Hogan, Brendan O'Rourke
John Hogan
Employing the critical juncture theory (CJT), a discursive institutionalist approach, this paper examines the nature of the changes to Irish industrial policy, and Mexican macroeconomic policy, during early the 1980s, a time when both countries went through economic crises. Did these policy changes constitute transformations, or were they simply continuations of previously established policy pathways? The CJT consists of three elements – economic crisis, ideational change, and the nature of the policy change – that must be identified for us to be able to declare with some certainty if the policy changes constituted critical junctures. Our findings will help explain …

Narrowing research and policy, while challenging, is especially important in climate change adaptation work (CCA) due to the high uncertainties involved in planning for climate change. This article aims to seek stakeholders’ opinions regarding how research and policy development can be bridged within the Cambodian water resources and agriculture sectors. The study used institutional ethnography methods with informants from government organizations, local academia, and development partners (DPs). This article identifies a number of challenges, and barriers for narrowing research–policy development gaps, including: limited effectiveness of governmental policies and planning; lack of relevant information required to promote evidence-based planning and policy …

Clinical Decision-Making Tools: How Effective Are They In Improving The Quality Of Health Care?, Lyndal Trevana, Kirsten Mccaffery, Glenn Salkeld, Paul Glasziou, Chris Del Mar, Jenny A. Doust, Tammy Hoffmann
Christopher Del Mar
Exec Summary Clinical decision-making tools can be considered in two broad categories – those designed to be used by clinicians and those designed to promote shared decision making with the clinician and patient together. The potential effect of computerised clinical decision support systems (CDSS) on variations in practice is not well understood, and CDSS are currently not a recommended means of improving evidence-based practice, or patient outcomes, since the mechanisms of success and failure are not well defined and the potential impact on workflows and adverse events are poorly evaluated. Despite numerous randomised controlled trials, there is poor quality evidence …
