While it would not be accurate to suggest that Ireland is a hub of veganism or vegetarianism, too often it is written off as inherently unsympathetic to the ethics of plant-based eating and anti-speciesist politics. While it is true that Irish culture is historically tied to speciesism and its economy is especially dependent upon “meat” and dairy production, Ireland’s relationship with other animals is complex and sometimes forgiving. This essay seeks to bring shape to the Irish vegan ethic, one that can be traced along its history of animism, agrarianism, ascendency, adaptation, and activism. From its pagan roots to its …

Prevailing Clusters Of Canine Behavioural Traits In Historical Us Demand For Dog Breeds (1926–2005), Bethany Wilson, James Serpell, Harold Herzog, Paul Mcgreevy

Drawing on American Kennel Club (AKC) puppy registration numbers for approximately 82 varieties of pedigree dogs between 1926 and 2005, the current article analyses behavioural reports on 32,005 dogs of these varieties reported through the Canine Behavioural Assessment and Research Questionnaire (C-BARQ). Cluster analysis of C-BARQ scores indicates that the 82 breeds fell into six clusters. Average scores for each of the 14 behavioural subscales and 22 miscellaneous traits in C-BARQ were calculated for each cluster, and the breeds in each cluster with average scores most similar to the cluster averages were selected as titular breeds. The Northern Ireland Broadcasting Ban: Some Reflections On Judicial Review, Geoffrey Bennett, Russell L. Weaver

This Essay initially examines the British government's ban on its broadcasting networks that restricts coverage of Northern Ireland organizations, and concludes by making some reflections on the system of judicial review in the United States. Professors Weaver and Bennett note that a comparable ban in the United States probably would be held unconstitutional. In Great Britain, however, the courts lack a similar power of judicial review, leaving the question of the Ban's legitimacy to the political process. Into a steadfastly conservative constitutional landscape, the United Kingdom Parliament has now introduced a Bill of Rights, the Human Rights Act of 1998, which takes effect in October 2000. The Act provides for a full catalogue of civil and political rights which are enforceable by the courts. This development raises two questions in evaluating the future of English law. First, does this signify the dawn of a new British radicalism? And second, why has it happened now? Modern regulatory takings disputes present a key battleground for competing conceptions of property. This Article offers the following account of the three leading theories: a libertarian view sees property as creating a sphere of individual freedom and control (property-as-liberty); a pecuniary view sees property as a tool of economic investment (property-as-investment); and a progressive view sees property as serving a wide range of evolving communal values that include, but are not limited to, those advanced under both the libertarian and pecuniary conceptions (property-as-society). An Evaluation Of The City Of Philadelphia's Kensington Encampment Resolution Pilot, Stephen Metraux, Meagan Cusack, Fritz Graham, David S. Metzger, Dennis P. Culhane

This evaluation is an independent examination of the City of Philadelphia’s Encampment Resolution Pilot (ERP), an initiative to shut down two homeless encampments located in the Kensington section of Philadelphia. The closure process involved an extended period of active outreach that facilitated access to housing, substance use treatment, and other services to people who stayed in the encampments and faced displacement. We examined two primary outcomes: first, whether the encampments were closed as scheduled and remained closed; and, second, the extent to which the people who were sleeping in the encampments (i.e., the target population) received needed services.
