There have been many notable politicians in the United States during the twentieth century. Some, like Teddy Roosevelt and Ronald Reagan, were known for their swagger and appeal to the common man. Others, like Bill Clinton and Franklin Roosevelt, were known for their charisma and intelligence. However, one in particular was known for caring, compassion, strength, and determination. This thesis examined the structure and processes of several different organizations that offer English as a Second Language (ESL) classes in one Kentucky county. The purpose of the study was to analyze the structure of the organizations, and then analyze how the structure affects their approach to teaching ESL. There were three expectations going into this study: the ESL programs would be segregated and distinct from one another, they would be challenged to teach a diverse clientele, and the services would be strongly student-oriented. Presently, approximately 4.7 million Americans are unable to vote, a population which is disproportionately black and stripped of their civic rights because of their status as present or former felons. I propose that unequal drug laws which provide different sentences for crack cocaine, used more often by poor blacks because of its cheapness and availability in poor neighborhoods, and powder cocaine, used more often by upper class whites, punish blacks for their status as Other.
