The Lattimer Massacre occurred on September 10, 1897, in a small anthracite mining town in northeastern Pennsylvania. The bloody conflict erupted when an unarmed group of mostly Eastern European immigrant mine workers lethally clashed with militantly armed sheriff’s deputies who acted on behalf of private coal companies. Nineteen strikers died at the scene and dozens more were horrifically wounded. Despite the outraged shock of the community clamoring for justice which led to a murder trial that made international headlines, the Lattimer Massacre faded from local and national memory in the following decades. Following the attacks on September 11, 2001, many nations have followed suit in launching counterterrorism operations to identify and prevent attacks by both radical groups and lone actors. While the common narrative has focused on “why” terrorist actors commit heinous acts and “how” to best prevent future incidents from emerging, it is important to analyze the legal nuances between prosecuting domestic versus international terrorists. This article draws attention to the hitherto ignored poetry of the Franco-Scottish Jacobean calligrapher and limner, Esther Inglis (c.1570 -1624). Inglis is the subject of a fast growing body of published scholarship, but though she left a small body of original prose and verse, she has been given no place in Scottish literature. The article falls into six sections. The substantial first section notes first that to date, there has been a tendency to shy away from dealing with her as a writer, and that Inglis’s formative Scottish background has been largely ignored. Though not typically seen as a burgeoning environment for gay life, the Midwest nevertheless has a rich history of queer culture. Focusing on gay activism during the Cold War era, this thesis discusses the rise and influence of homophile organizations in the Midwest. Homophile organizations and the movement's ideals of accommodation and integration played an integral role in the activism coming out of World War II. The homophile movement, though, did not wane with the development of the more radical gay liberation movement. Instead, the homophile movement in the Midwest evolved and played its own part alongside radical activists. Historically, …

This article discusses The Third Policeman through the lens of a dialectic of enchantment and disenchantment that is firmly anchored in the history of anthropological discourse on bureaucracy (Malinowski, Lévi-Strauss, Tambiah, Herzfeld, Graeber, Jones). From this angle, Flann O’Brien’s novel is examined as an aesthetic illustration of an essentially anthropological argument: although bureaucracy has been described as an eminently rational form of social systematisation, regulation, and control (since Weber), it also functions, paradoxically, as a symbolic site for irrationality and supernatural occurrences, haunted by madness, mystery, and delusion. Patrick Honohan, an economist, was governor of the Central Bank of Ireland and a member of the Governing Council of the European Central Bank (ECB) from September 2009 until November 2015. Early in his tenure, he led a team that investigated the causes of the Irish banking crisis that broke out in 2008 during the Global Financial Crisis. Resolving the problems of bank failure and over-indebtedness that emerged in that crisis dominated his term of office. The Global Financial Crisis exposed fragilities in the Irish banking system and led to widespread runs on Irish banks. Irish authorities attempted to address the runs on September 22, 2008, by increasing the country’s deposit guarantee limit from EUR 20,000 to EUR 100,000 (USD 28,800 to USD 140,000) and raising the coverage of deposits from 90% to 100%. When the runs continued, the Irish minister for finance announced a blanket guarantee of bank liabilities on September 30 without consulting European Union authorities. The announcement specified the blanket guarantee would be effective immediately and remain in effect for two years. The …

This paper surveys 10 blanket guarantee (BG) programs across 13 Key Design Decisions. The defining characteristics of these programs in terms of their inclusion in our BG series are (a) that they guaranteed a broader range of liabilities beyond deposit accounts and (b) that the guarantees covered existing liabilities in addition to newly issued ones. Each case represents an effort to eliminate creditors’ incentive to withdraw funding from institutions by guaranteeing that the funding will be paid back even if the institutions are unable to do so themselves. During England’s Victorian period, the Contagious Diseases Acts were established, which regulated women’s bodies and represented the intersectionality of gender, class, and power. Before the CD Acts, England began to grow rapidly during the Industrial Revolution, which was in part made possible by the work of underpaid and undervalued working-class women. One option for women to earn an income was prostitution. Men who worked as sailors and soldiers were common customers in prostitution, which contributed to the rapid spread of venereal disease throughout the British Empire. First published in 1849, Charles Averill’s The Cholera-Fiend follows three villains as they attempt to artificially propagate cholera for their own villainous purposes in New York City. Gumbo, a Black servant to one of the villains, is meant to be the humorous relief in the text, but Gumbo experiences a calculated dehumanization from human to disabled, which causes him to be more at-risk for a health crisis—such as a tapeworm or cholera—than his white counterparts. The viability of our international tax system hinges on two things: (1) safeguarding the effective flow of international activities and (2) ensuring that countries can adequately collect tax on the income derived from those activities. Each of these fundamentals relies on a defensible/fair allocation of taxing rights between countries with competing tax jurisdiction (inter-nation equity).

When Puritans crossed the Atlantic Ocean to populate the Thirteen Colonies (whether the Massachusetts Bay Colony, Virginia, Maryland, or others), they did so as loyal subjects of England who wanted a place to freely practice their religion. They never stopped their efforts at reforming the Church of England, nor did they stop seeing themselves as Englishmen. Neither did the Crown. As a result, if the Crown took measures that could affect Puritans in England, it could also affect Puritans in the colonies. There are three primary objections to accepting the prophetic materials of the Book of Kings as historically contemporary with the events they purport to record. First, there is a theological bias against the supernatural character of the materials. These supernatural passages are categorized as folklore and legend. Many critics reject the historicity of supernatural events for a variety of reasons. The second objection is that the linguistic profile of the materials is late, dating from a period long after the events recorded and therefore has, at the least, been through so many redactions and emendations as to be unreliable. BACKGROUND: Prevention of major depressive disorder (MDD) is a public health priority. Strategies targeting individuals at elevated risk for MDD may guide effective preventive care. Insomnia is a reliable precursor to depression, preceding half of all incident and relapse cases. Thus, insomnia may serve as a useful entry point for preventing MDD. Cognitive-behavioral therapy for insomnia (CBT-I) is recommended as the first-line treatment for insomnia, but widespread implementation is limited by a shortage of trained specialists. Innovative stepped-care approaches rooted in primary care can increase access to CBT-I and reduce rates of MDD.
