Investment in the ICT sector enables the creation of high quality jobs and acts as an enabling technology for other key industries such as agriculture, mining, finance, health and education. ‘New Software Economy’ models mean international location and company scale are less relevant and enable small organisations to compete globally in niche markets. This issue of the journal publishes the proceedings of the two “Youth at Risk” seminars the Family Impact Institute conducted at the Massachusetts State House in April 2012 and March 2013, for state policy makers, including legislators, legislative aides, the governor’s staff, and agency representatives. What makes these seminars unique is that they focus researchers’ attention on what policy makers want and not on what researchers think they should want.

International norms on intrastate conflicts, such as United Nations Security Council Resolution 1325, call for women to participate in peace processes in countries emerging from conflict and civil strife, including those divided by identity-based conflict. However, scholars of post-war recovery in international relations and comparative politics have raised questions about the extent and effect of women’s participation in peace processes, and in politics more generally, in divided societies given underlying social, economic, and political barriers that impeded access to decisive or authoritative political decision-making. The relationship between Catholic Nationalists and Protestant Loyalists has proved difficult to reconcile–current policy approaches have been unable to attain peace. This paper seeks to explore the gaps in policy created by ignoring the important distinction between the social identities Nationalists and Loyalists have created and which they continue to perpetuate. Following the 1998 Belfast/Good Friday Agreement many community-based organizations became involved in localized peace-building activities in Northern Ireland and the Border Counties. Drawing financial support from the EU Programme for Peace and Reconciliation and the International Fund for Ireland, these organizations adopted various strategic mechanisms to implement their projects –synchronizing bottom-up development initiatives with top-level government policies. Their effectiveness has already been felt in Northern Ireland as reduced political violence and improved socioeconomic conditions. However, the long-term sustainability of this work is questionable, affected as it is by continued intercommunity segregation, low macro-level political support, and global economic instability. Militarized conflict is one of the most devastating of all human activities. The international community’s response to conflict occurrence can significantly affect the number of casualties, the extent of resulting devastation and even the outcome of the conflict. State responses range from conflict management, whereby third parties actively engage in resolving the conflict; joining, whereby states become an additional disputant; or remaining uninvolved. This paper examines the ongoing evolution of the U.S. airline industry under deregulation. After losing money for most of the past 35 years, carriers have made structural changes to their business models that have proven to be, at least in the short term, very profitable. After delineating these management actions, the paper examines their impact on passengers. The author utilizes the Service Quality Model to analyze the long-term implications of this new operating paradigm for passenger satisfaction. This report is the outcome of a month-long study on the Peace Bridge in Derry~Londonderry. It is an investigation of the importance history plays in the peace process of Northern Ireland. The goal of this study was to assess the success of the Peace Bridge in helping the city to overcome an inherited historical memory. Data was obtained through formal interviews, surveys of users on the bridge, various forms of literature, and participant observation. Devolution as practiced in much of the world is decentralization of program authority and responsibility to achieve greater administrative efficiency or program standards. Devolution as practiced by the Bush administration and the Republican Congress is not that, nor is it a diminution of federal power and the strengthening of states’ rights. Rather, it is a radical restructuring of government to prevent the expenditure of funds for traditional Democratic programs of the New Deal and the Great Society, and to prohibit states from being either more generous in social programs or more stringent in regulating industry than this administration desires.

This report presents an analysis of information relating to attacks, attempted attacks, and plots against high-speed rail (HSR) systems. It draws upon empirical data from MTI’s Database of Terrorist and Serious Criminal Attacks Against Public Surface Transportation and from reviews of selected HSR systems, including onsite observations. The report also examines the history of safety accidents and other HSR incidents that resulted in fatalities, injuries, or extensive asset damage to examine the inherent vulnerabilities (and strengths) of HSR systems and how these might affect the consequences of terrorist attacks. The United States has a strong tradition of state regulation that stretches back to the Commonwealth ideal of Revolutionary times and grew steadily throughout the nineteenth century. But regulation also had more than its share of critics. A core principle of Jacksonian democracy was that too much regulation was for the benefit of special interests, mainly wealthier and propertied classes. The ratification of the Fourteenth Amendment after the Civil War provided the lever that laissez faire legal writers used to make a more coherent Constitutional case against increasing regulation. When the Chicago Housing Authority (CHA) was created in 1937 the organization's mission was to provide decent and affordable housing for low-income people. As thousands of African Americans migrated to Chicago from the South after World War II, a combination of public policy and private exclusion forced them to turn to the CHA for housing. Through political manipulation and racism, the CHA became a tool to segregate, confine, and conceal Chicago's burgeoning African American population. By the 1960s, 99 percent of CHA tenants were African American and over 90 percent of CHA developments were located in predominantly African American neighborhoods. …
