The victim was told to get a marking stick by his supervisor. While he was doing so, he stood on the "booster" of a PMN-2 that had been "destroyed" on 20th December 1996. The "booster" had lain hidden in a clump of grass 2m (or 4m on an attached sketch-map) from where the mine was "destroyed". The "booster" left a crater of 10cm diameter x 5cm deep.

Occupational Aspiration Among African-Americans: A Case For Affirmative Action, Ronald E. Hall
Occupational Aspiration Among African-Americans: A Case For Affirmative Action, Ronald E. Hall
The Journal of Sociology & Social Welfare
The recent attack upon Affirmative Action in the workplace demands that merit be the sole criterion of employment. Policies designed to eliminate discriminatory practices are in themselves discriminatory and suggest minorities are inferior. Such suggestions are archaic and simplistic. Each assumes that the workplace operates in a social vacuum when in fact a complex system of cultural norms precedes the influence of merit. For African-Americans color is a predcedent of merit. The present study was undertaken to determine the implications of color in the workplace by analyzing it vis a vis occupational aspiration. Using a sample of African- American college …
A Study Of Factors On The Performance Of The Texas Academic Skills Program Test, Billy B. Watkins
A Study Of Factors On The Performance Of The Texas Academic Skills Program Test, Billy B. Watkins
Theses and Dissertations - UTB/UTPA
At least thirty percent of students who enter Texas public higher education each year have basic skills deficiencies and cannot perform effectively in college. The TASP Test was developed to identify these students. Moreover, this test must be passed in order to obtain a degree from a Texas public institution.
A survey of 150 entering freshmen from the University of Texas-Pan American was examined to identify variables that influence student performance on the TASP Test.
Chi-square tests uncovered academic, socioeconomic, and institutional bivariate relationships with TASP performance. Multiple regression analysis indicated that academic variables primarily predicted TASP performance.

The purpose of this study was to describe the prevalence of decayed, missing and filled teeth and periodontal disease among male, non-camp, nonpsychiatric inmates in the Michigan Department of Corrections (MDOC) and to assess the impact of age, race, security level, and years of incarceration on these parameters of oral health. Additionally, this study was designed to determine the emergent, urgent or routine dental treatment needs of this same population and to compare the ability of the existing Michigan Department of Corrections dental program to meet these needs. A representative sample of 251 inmates was randomly selected from thirteen geographically …
The Impact Of The Patient Representative On Satisfaction, Diana L. Newman
The Impact Of The Patient Representative On Satisfaction, Diana L. Newman
Dissertations
As the cost of providing healthcare services continues to rise, hospitals and other healthcare provider organizations adopt businesslike approaches to increase efficiency and productivity. The satisfaction level of the individual patient may, however, be determined by how care is delivered rather than what services are provided.
In order to enhance patient satisfaction and prevent the consequences of dissatisfaction, many healthcare institutions have utilized the role of the patient representative. The primary function of the patient representative is to act as a liaison between the patients, their families, and the healthcare providers and staff.
The purpose of this study was to …
Influence Of Social Context On Evaluation Of Municipal Service Delivery, Anahid Petrosian
Influence Of Social Context On Evaluation Of Municipal Service Delivery, Anahid Petrosian
Theses and Dissertations - UTB/UTPA
This study examines the influence of social context on the evaluation of municipal service delivery. It hypothesizes that those individuals who are more satisfied with their immediate surroundings also are more satisfied with the municipal services they receive. A stratified sample of 1.027 household telephone numbers in McAllen, Texas, was selected for this study. The telephone survey resulted in 542 successful interviews, representing a 52.4% response rate. The study's conclusions suggest that first, satisfaction with the neighborhood appears to affect the general level of satisfaction with public services. Second, there was no significant difference in services satisfaction level based on …

A director of the demining company was interviewed about this accident on 15th December 1998. From memory he reported that the victim had been clearing a mine-belt at a village. The victim was a deminer and had just investigated a detector reading and found a fragment when the accident occurred. Without rechecking the area with his detector, he advanced and stepped on a Gyata-64. His foot was blown off but he had no other significant injuries.

The investigators were unable to approach the accident site when they visited on 2nd December 1996. They returned on 5th December when the area had been re-cleared. Their report stated that the demining group were working on two sites, with 18 men at one site and seven men working at the other. Both came under an expatriate supervisor who was at the larger site 18k away). The track being cleared ran along the side of "an old railway embankment". It was described as "distinct" but "overgrown with sparse vegetation". [A photograph showed stubs of coarse grass in the path and …

The report gave a timetable of events which indicated that the team started work at 06:00 and the accident occurred at 07:05 when the victim "prodded onto" a PPM-2. By 07:09 the victim had been carried to a safe area by two colleagues and was receiving treatment from the medic. The deminer "took deep blast wound to the area between the thumb and forefinger" of his left hand. The medic did not administer painkillers but "packs wound on the hand".

Meanwhile deminers from another team approached and joined the two who had moved closer to the sticks lying by the missed mine. As Victim No.1 bent to pick up the sticks he stepped on the mine with his left foot. His body was low down and immediately over the mine. As he had been resting, he was not wearing any protective equipment. He suffered traumatic amputation of his left foot, amputation of "several" fingers of his right hand, a broken jaw, his lower lip was torn away, both eyes were severely damaged (resulting in blindness) and the "frontal area of …

The demining group's spokesman reported that the accident occurred on a day when two clearance teams were sent to work at an area that had been previously surveyed and marked. When the teams arrived they found that the warning signs and marking system had been removed (presumed stolen). The teams had to determine the borders of the area to be cleared again. There was a path running along one side of the area and the two Team Leaders disagreed over whether the path had been inside or outside of the original marked area. They finally decided that it had been …

The Battle For City Hall: What Do We Fight Over?, Louise Simmons
The Battle For City Hall: What Do We Fight Over?, Louise Simmons
New England Journal of Public Policy
An important dimension of contemporary American urban politics involves the redistributive role of local government. Activism at the local level has produced electoral movements that have succeeded in electing progressive local candidates and coalitions, yet on assuming office those officials face tremendous obstacles in meeting the expectations of those who put them in office. From 1991 to 1993 in Hartford, Connecticut, an attempt at progressive governance by a multiracial coalition was fraught with difficulties. Tensions among progressives and among leadership from impoverished communities of color, responses of downtown interests and the media, fiscal crises and the unrelenting needs of the …

Department of Agricultural Leadership, Education, and Communication: Materials and History
Four years ago the Departments of Agricultural Communications and Agricultural Education were merged into one unit. The resultant Department of Agricultural Leadership, Education and Communication (AgLEC) has provided considerable opportunities for growth and development.
The collaborative efforts of the faculty are readily identified in the expanded offerings for students in both the teaching and non-teaching options of the agricultural education major and in the agricultural journalism major, as well as for students from other majors opting for various AgLEC courses. New offerings in human resources development and technical communication have been developed; major changes in the agricultural education program are …

The two men were close to the detonation and both suffered severe hand injury so a handling accident is inferred. Light face injuries including eye "burns" imply that their safety spectacles were not worn. If the victims were handling the device, the control failure is compounded because the demining group's SOPs did not allow them to handle devices.

Reconceptualizing Women's Work: A Focus On The Domestic And Eligibility Work Of Women On Welfare, Alice Abel Kemp, Pam Jenkins, Molly Biehl
The Journal of Sociology & Social Welfare
The types of work performed by women receiving public assistance are examined. Research on women's work often neglects the labor of poor women, reinforcing the view that women receiving welfare do not work. This perspective is challenged with focus group and interview data from welfare recipients in New Orleans, Louisiana. We conclude that within the restrictions of public assistance, poor women are engaging in three types of work: domestic work for their families, economic work for cash-both legal and illegal work, and eligibility work. Eligibility work is defined as the labor necessary to obtain and maintain public assistance.

Pounding Seas Against The Shore Wife Battering In The U.S. Navy And Its Relationship To Duty Assignment, Peter James Mercier Iii
Sociology & Criminal Justice Theses & Dissertations
The purpose of this study is to examine the severity of wife battering in the U. S. Navy and to determine if duty assignment has an impact on its occurrence. Although considerable research on wife battering has been conducted in the general population over the past 25 years, limited research has focused its attention on wife battering in the military; there has been virtually no research conducted in the Navy. The present research utilizes Norfolk, Virginia Naval Base Police data on domestic disturbance calls at five Navy housing complexes, as well as ship deployment schedules, and compares the incidence of …

At around 11:10 the victim got a detector reading and began "prodding and excavating the ground using a bayonet" held in his left hand. A PPM-2 mine detonated. The victim was knocked backward "about" two metres by the blast and was lying partly in an uncleared area. He stood up quickly, leaving his visor which had been "blown away and broken by the blast". The victim received first aid and arrived at the field hospital at 11:20.
