Switched-Current (SI) is a design methodology by which discrete time, current mode, analog circuits can be implemented using standard digital CMOS processes, allowing the addition of analog signal processing circuits, analog to digital converters (ADCs), digital to analog converters (DACs) and other analog and mixed-signal circuits to otherwise digital only microchips without the need and expense of any extra fabrication steps. SI circuits operate by employing a secondary effect in CMOS circuits, a transistor's gate capacitance, to store charge and thus form a current memory cell. Shortly before noon on December 29, 1966, Joseph Waller Jr., the twenty-five year old vice chairman of the local chapter of the Student Nonviolent Coordinating committee (SNCC), led seven African-American men on a protest march to city hall. They marched in unison, marking their steps with a loud rhythmic chant that bolstered their confidence and demonstrated their solidarity, occasionally breaking their cadence to invite other African Americans to join their procession. Many onlookers were reluctant to join the group, intimidated by the fact that conservative black community leaders had recently condemned SNCC's efforts and accused the group of seeking nothing …

The view of the paper is that the experience of public sector failure in Nigeria is not an indictment of fiscal management theory but a reflection of the political and economic environment resulting from the absence of fiscal transparency and probity in management of government finances. This position was corroborated in the report of the collaborative review of Federal Government Expenditure by the officials of the Federal Government and the World Bank (March 1996). Probabilistic methods and statistical learning theory have been shown to provide approximate solutions to “difficult” control problems. Unfortunately, the number of samples required in order to guarantee stringent performance levels may be prohibitively large. This paper introduces bootstrap learning methods and the concept of stopping times to drastically reduce the bound on the number of samples required to achieve a performance level. We then apply these results to obtain more efficient algorithms which probabilistically guarantee stability and robustness levels when designing controllers for uncertain systems.

Illustrates the application of statistical-learning control results for the design of an available bit rate (ABR) congestion control algorithm. The proposed methodology allows us to take into account the nonlinearities of the model and the uncertainty of the parameters in the design phase. Some simulation results are shown.

This report presents and analyzes the results of the 2000 Health Policy Commission Statewide Employer Survey. A statewide telephone survey of New Mexico businesses was conducted by the Gilmore Research Group, and a mail-out survey of New Mexico public sector employers was conducted by BBER. The surveys were designed to collect information on employer characteristics, employee benefits, health insurance plans with the largest enrollment, and recent changes in employee health insurance plans and programs. In addition, the private sector survey gathered employers opinions, including policy preferences and factors for employee insurance availability. Illustrated with tables. Gear marking is a print defect in flexography. It appears as a uniformly spaced pattern of lateral alternating dark and light bands along the web length corresponding to the distance between gear teeth. A comprehensive definition characterizes gear marking as a regular pattern attributable to metal burrs, nicks, debris, or other flaws that lead to unsmooth movement somewhere in the mechanical system of the press. Gear marking can be caused by a multitude of different factors. In most cases, gear marking results from more than one phenomenon. The objective of this thesis is to synthesize functionalized zirconium complex pendent polyamic acids and polyimides, then compare their characteristics, e.g. thermal properties, atomic oxygen resistance, and film properties (adhesion, flexibility, and solvent resistance). Towards this end, five different zirconium complexes were attached to the polyamic acid, which is based on 3,4'-oxydianiline (3,4'-0DA), 4,4'-oxydiphthalic anhydride (ODPA), and mellitic dianhydride (MADA), in the presence of dicyclohexylcarbodiimide (DCC). The resulting zirconium complex pendent polyamic acids and the parent polyamic acid were cast onto glass substrates, then thermally imidized by heating at 100C, 200C, and 300C for one hour each. A problem arises when different printing systems are used to print images. Different systems have considerably different contrast and resolution capabilities while an individual printing system might have a low resolution capability, the system may have the ability to render low contrast detail. Similarly, if a printing system has a high resolution capability, it does not necessarily mean that such a system has the ability to render low contrast detail well. Evolutionary Psychology, Meet Developmental Neurobiology: Against Promiscuous Modularity, David J. Buller, Valerie Gray Hardcastle

Evolutionary psychologists claim that the mind contains “hundreds or thousands” of “genetically specified” modules, which are evolutionary adaptations for their cognitive functions. We argue that, while the adult human mind/brain typically contains a degree of modularization, its “modules” are neither genetically specified nor evolutionary adaptations. Rather, they result from the brain's developmental plasticity, which allows environmental task demands a large role in shaping the brain's information-processing structures. The brain's developmental plasticity is our fundamental psychological adaptation, and the “modules” that result from it are adaptive responses to local conditions, not past evolutionary environments. If different individuals share common environments, however, …

A Descriptive Study Of School-Based Intervention Teams In New York State, Sean Croft
Theses
This study examined the current practices of school-based intervention teams (SBIT) in New York State. SBIT are designed to provide immediate assistance to students and teachers, to enhance the ability of teachers to serve difficult-to-teach students within regular education classrooms, and to reduce the number of inappropriate referrals to special education. A mail questionnaire (N=T74; return rate=43%) found that a majority of teams meet once a week, during school hours, and consist of about nine members. SBIT members favor teacher intuition and classroom performance over data-based progress monitoring in deterrnining the effectiveness of interventions. The lack of personnel to perform …
