This article identifies the principles of high-quality professional development based on research and explores how the principles were used to examine the Literacy Specialist Project (LSP) in Ohio. It discusses how each principle was related to literacy professional development using examples from the LSP, reports data from the project about teacher and student learning, and presents implications and additional questions related to accountability systems for professional development.

The National Civics and Citizenship Sample Assessment was conducted in October 2004 with 10,712 Year 6 students from 318 schools and 9,536 Year 10 students from 249 schools. At both year levels, a sample of schools was selected with a probability proportional to size and then a sample of up to two classrooms was selected at random from those schools. The sample design and procedures, the high response rates (more than 90 percent) and the low levels of exclusions ensured that there was very little bias in the sample. Explaining Socioeconomic Inequalities In Student Achievement : The Role Of Home And School Factors, Gary Marks, John Cresswell, John Ainley

This paper examines the extent that material, social, and cultural resources and schools account for the relationship between socioeconomic background and student achievement among 15-year-olds in 30 countries. Generally, cultural factors play a more important role in most countries although in a small minority of countries, material resources have a substantial impact. Most often, social resources have little impact. In many countries, educational differentiation - that is, school tracks and school types, and curriculum tracking within schools - mediates the relationship between socioeconomic background and student achievement. Countries with highly tracked systems tend to show stronger relationships. On average, over …

As he approaches the club, Clay notices that "across the bowl that held the town, another mountain rose up" (52). The ACER Longitudinal Literacy and Numeracy Study (LLANS) was designed to follow the growth in literacy and numeracy of a single cohort of students across the years of primary school. A sample of 1000 students in 100 schools formed the cohort for the study, which commenced in 1999. A linked set of literacy assessment tasks focused on key aspects of literacy was developed for the LLANS. Assessment data collected across the years of primary school provided information needed to construct a long LLANS literacy scale covering the full range of proficiency. In recent years teacher associations in Australia have been developing their own standards to gain more influence over quality assurance in their profession. Multilevel regression models are now well established and widely applied in analyses of hierarchical data – typically to account for variation in only one univariate response variable at level 1. However, many substantive research questions call for more complex models. For the analyses of hierarchical data with multivariate outcomes, multilevel mean and covariance structure modelling in the structural equation modelling framework offers great flexibility and modelling opportunities. Recent experiences in live course delivery at ERAU's UK campus, combined with dramatic
changes in the operational deployment tempo of US military forces assigned at these bases,
creates both challenges and opportunities. Exploiting experiences with blended learning at The
Open University, traditional learning at the University of Hertfordshire and other UK universities,
and teaching concepts in use within the UK's military staff colleges leads to the proposed

In July 1995, the University of California\'s Board of Regents voted to ban consideration of race and ethnicity in admissions and employment—a ban that was extended to all state agencies when the voters of California approved Proposition 209 in November 1996. This paper discusses the national controversy over affirmative action and analyzes the experience of the University of California as a case study in how an elite public university responded to the end of nearly three decades of affirmative action. In November, 2005 a landmark government report entitled the National Review of School Music Education was released. The report found that there was a great variability in the quality of music education in schools. It was acknowledged that although there are some excellent music programs in schools, there is 'cycles of neglect and inequity' and greater support is required for teachers and the subject itself.
