Councils Of Governments: A Study Focusing On Membership, Representation And Voting, Jerry Alan Matson

The Council of Governments is a significant new approach to metropolitan cooperation. Of the approximately 150 councils (as of January, 1970), all but 14 have been established since 1965. Councils across the country are characterized by great variety in organization and representation. This paper examines this complexity, particularly in terms of membership, representation and voting.

The first chapter is primarily a short history of the council movement and the forces which have helped to shape its development. The second examines the variety of council functions, organizational structures and financial arrangements.

The European Powers In Africa: Can The Obstacles To National Unity Be Attributed To Them? Nigeria, A Test Case, Bassey John Ituen

During the latter part of the nineteenth century, European powers acquired large territorial areas in Africa. These territories ignored the boundaries of old African tribal kingdoms and the African modes of life, because the new countries were to serve as 'common market' areas supplying Europe with the wealth of the tropics. Nigeria is an example of the new superstructure which in operation fails to become a homogeneous entity after the assumption of political power by the Africans. There are problems of existing tribal kingdoms, of geographic distribution of ethnic groups and of traditional values. The British colonization of Nigeria also …

The purpose of this study is to investigate the decision-making mechanism which operated in a Democratic primary campaign for minor state office (Iieutenant-governor, attorney-general, secretary of state, land commissioner, and corporation commissioner) in New Mexico in 1970. Though the study is primarily a case study, the particular campaign is cast in the framework of game theory, utilizing some of the conceptual tools of game theory and analyzed in terms of players, strategies, communications, the payoff system, and the game environment.

In a dynamic economy some of the most challenging policy problems tend to originate in the realm of international economic relations. In the post World War II period, these problems have been intensified and become more complex. Henry Carter Stuart was a prominent farmer and wealthy businessman in Southwestern Virginia. He was a politician in the hard fought "Redeem the Ninth" Congressional election of 1910. And, he was elected, unopposed in both the primary and general elections, to the governorship of Virginia in 1913.

Although he reached the highest political office in the State, Virginia history gives Stuart no more than a mere mention. A study of the 1965 and 1967 sessions of the Utah State Legislature was conducted upon completion and publication of the 1967 journals. The objective of this study was to evaluate on a qualitative and quantitative basis the different institutional variables that influence the outcome of the legislature.

The purpose of this research was to measure the attitudes of Thai students at Utah State University toward the American political system, favorably or unfavorably.

The method of this study was an opinion or attitude survey. Copies of the questionnaires were personally delivered to and collected from Thai students by the writer. Ninety-four questionnaires or 97.92 percent of the total ninety-six were returned

This paper is designed to show what happens when reform occurs, understanding that the probability of occurrence on a wide scale is constantly becoming greater. While the traditional society in Chile remains little changed, there are some isolated but interesting experiments in land reform taking place. On April 16, 1920, the Woman's Franchise League of Indiana, Indianapolis Branch, voted to disband and to establish a League of Women Voters in its place, carrying the members of the Franchise League on its roster for the first six months. Votes for women, the single purpose for which they, and others like them across the continent, had worked, was certain of accomplishment. The Federal Amendment, granting suffrage to women, had passed the Congress in the previous year and ratification by a sufficient number of states seemed certain.

For many years, the school elections in Little Rock have followed a traditional pattern of meager voter turnout . School elections, prior to the 1967 election, were mentioned briefly in newspaper articles. The platforms were of the same general nature year after year. They included taxes, school expansion, better facilities, and higher teacher salaries. Candidates seldom, if ever, campaigned publicly and actively. Posters were usually placed throughout the city. A few days prior to the election, newspaper ads with the candidates' pictures would appear in the Arkansas Democrat and the Arkansas Gazette. The political consequences of redistricting the Tenth Legislative District. which comprises four geographically separated areas, is the subject of this thesis. This area was chosen because of its unique characteristics. Previous to redistricting these areas comprised not only three different counties and legislative districts, but three different congressional districts as well. Finally in the 1880’s there emerged a reformist group which was ultimately to be the model of the viability, adaptability, effectiveness, and success of evolutionary socialism. The group called itself the Fabian Society and in the beginning it seemed to be not unlike other protest or reformist groups which were springing up all over England at the time. This small all-Negro town was incorporated in 1963, but does not give much evidence of development since that time. This critical analysis seeks to discover some reasons for this lack of development.
