Budget Capping Health Care: Its Impact On Health, Susan Chen

The goal of a budget cap on healthcare is to constrain total healthcare expenditure without compromising quality. This paper examines the impacts of budget capping on health and behavioral health outcomes, exploiting the completed Maryland All-Payer Model and the ongoing, extensional Maryland Total Cost of Care model, both of which capped healthcare budgets in Maryland. I use data from 2011-2021 surveys of the Behavioral Risk Factor Surveillance system and generalized difference-in-difference regression models to find that budget capping improves health and behavioral health outcomes with a greater favorable effect during the Maryland Total Cost of Care model.

What opportunities and challenges arise when an equity-focused educational organization aims to support employee’s individual equity practices while simultaneously developing the organization’s equity practice? In this study, employees of a non-profit educational organization were asked what rationales and expectations played a role in their decision to volunteer in an equity working group. Their responses were used to understand whether Perry’s (2000) process theory of Public Service Motivation helped describe their decision. NYC’s universal Pre-K (PKFA) was implemented through New York Early Education Centers (NYCEECs) and public schools, without considering compensation parity across settings. This study investigates the impact of unequal compensation policies on the experiences of directors, teachers, and parents affiliated with NYCEECs, and how they compare or contrast with the policymakers’ discourse around those policies. While other studies have investigated the PKFA implementation (Akaba et al., 2019; Falk & Souto-Manning, 2020; Fuller & Leibovitz, 2021a; Reid et al., 2019), none have privileged the ecology of those working at and attending NYCEECs. The objective of this research is to measure the impact of select buses on taxi ridership in NYC. Due to the phased implementation of select buses in NYC, a difference-in-differences model was used. Taxi ridership on the M14A/M14D, M34, M79, and M15 bus routes was examined as the treatment group. The control group is the M100/M101 non-select bus route that runs along Lexington and Amsterdam Avenue. The results from this model show that the M14A/M14D, M34, and M79 select buses had a negative statistically significant impact on taxi ridership. The Impact Of Legalization Of Marijuana On Opioid Overdose Deaths, Radhika N. Bharadwaj

This masters’ thesis aims to examine the impact of the legalization of marijuana for recreational use on the death toll from opioid misuse in the state of Colorado. This investigation was done using the Synthetic Controls Method via data collected primarily from the CDC and IPUMS databases. The results indicate that the 2012 legalization policy in Colorado appears to reduce the number of deaths due to opioid overdoses.

This paper considers a 1996 Reformulated Gasoline program, where gasoline emissions were regulated in California, to observe the effects on infant health indicators. I use a cross-county analysis to find significant effects from the policy that suggests an improvement in birth weight, gestational length, and infant mortality.

The Affordable Care Act’s dependent coverage mandate extended young adults’ parental coverage to age 26. I study the expansion’s impact on young adults’ labor market outcomes using a control function method. Following the expansion, I find dependent coverage lowered labor force participation, lowered incomes, and mixed evidence regarding labor supply.
