The paper presents the results of many years of complex research issues related to the emission of fluorine compounds of iron and steel processes. They allowed to examine these processes used in raw materials in terms of the fluorine content and their impact on the amount of emissions of fluorine compounds to the air. Were determined by measuring the levels of concentration in flue gases and stack emissions of fluorine in the form of gaseous and solid compounds, including water-soluble components (considered to be toxic).
English title: Analysis of emission sources of fluorine compounds from the processes of ferrous metallurgy.

The article describes the problem of the presence of sulfur in the blast furnace process and identifies emission sources of sulfur compounds in this process. On the basis of the measurements and calculations, the types and quantities of these compounds emitted to the air were determined. It was found that pig iron smelting in a blast furnace causes emissions of COS, SO2 and H2S. These emissions occur by losses of blast furnace gas (COS and SO2), transport of blast furnace slag inside the furnace hall (SO2) and treatment of the slag by granulation (H2S). However, the most important are only …

The paper presents a review of emissions of main gaseous pollutants (including acidic constituents), some organic compounds (including dioxins and furans), particulates and heavy metals from cement kilns burning waste fuels.
A widely employed method to reduce the cost of cement production is the substitution of traditional fuels used in cement kilns with alternative and waste-derived fuels. Cement industry offers the most acceptable method of waste (especially hazardous waste) thermal treatment and disposal at much lower cost than commercial incinerators. Characteristic for cement kilns high temperatures and long residence time of exhaust gas ensure almost complete destruction of organic compounds …
Transient Stability Estimation Using Artificial Intelligence Methodology: An Inductive Inference Approach, Almoataz Youssef Abdelaziz
Transient Stability Estimation Using Artificial Intelligence Methodology: An Inductive Inference Approach, Almoataz Youssef Abdelaziz
Almoataz Youssef Abdelaziz
Many techniques are used for Transient Stability (TS) estimation of synchronous generators encompassing traditional time domain state numerical integration, Lyapunov based methods, probabilistic approaches and Artificial Intelligence (AI) techniques like pattern recognition and recently neural networks. This paper examines another recently proposed artificial intelligence technique to tackle the transient stability problem. The technique is based on the Inductive Inference Reasoning approach which belongs to a particular family of Machine Learning from Examples. Not only steady state but transient attributes are also used for transient stability estimation so as to reflect machine dynamics and network changes due to faults. The approach …

Lower Lip Numbness Due To Peri-Radicular Dental Infection, Wei Cheong Ngeow
Wei Cheong Ngeow
Lower lip numbness has always been a sinister symptom. Much has been written about it being the sole symptom of pathological lesions and metastatic tumours in the mandible. It may also be a symptom of manifestations of certain systemic disorders. A case of lower lip numbness resulting from the compression of the mental nerve by a peri-radicular abscess is presented because of the unusual nature of this spread of infection.

Programs Of Assertive Community Treatment (Pact): A Critical Review, Tomi Gomory
Tomi Gomory
Advocates of Programs of Assertive Community Treatment (PACT) make numerous claims for this intensive intervention program, including reduced hospitalization, overall cost, and clinical symptomatology, and increased client satisfaction, and vocational and social functioning. However, a reanalysis of the controlled experimental research finds no empirical support for any of these claims. Instead, there is evidence that the program is both coercive and potentially harmful. The current promotion of PACT appears to be based more on professional enthusiasm for the medical model than upon any benefit to the clients.
Four Stories About Copyright Law And Appropriation Art, Matthew Rimmer
Four Stories About Copyright Law And Appropriation Art, Matthew Rimmer
Matthew Rimmer
This article considers copyright law and the art of appropriation in an Australian context. It tells four stories about Australian artists - Imants Tillers, Gordon Bennett, Juan Davila and Tracey Moffatt. The stories examine the postmodern critique of copyright law, indigenous copyright and self-determination, the introduction of moral rights, and copyright, photography and film. The article concludes that the work of such contemporary artists has practical implications for the reform of copyright law.

ProCD, Inc. v. Zeidenberg, which enforced a "shrinkwrap" license for computer software, has encouraged the expansion of the shrinkwrap form beyond computer programs, forward, onto the Internet, and backward, toward such traditional works as books and magazines. Authors and publishers are using that case to advance norms of information use that exclude, practically and conceptually, a robust public domain and a meaningful doctrine of fair use. Contesting such efforts by focusing on the contractual nature of traditional shrinkwrap, by relying on market principles, on adhesion theory, on commercial law concepts of usage and custom, or on federal preemption doctrine, feeds …

Fuzzy Logic as applied to a great extent in controlling the process, plants and various complex systems, due to its inherent advantages like simplicity, ease in design, robustness and adaptivity. Aslo it is established that this approach works very well especially when the systems are not transparent. In this paper the approach is used for the modelling and simulation of an electrical machine to predict the behaviour of the machine under running conditionsas well as unde starting conditions. The starting characteristics of electrical machines are non-linear in nature, and it is very difficult to model them accurately. Also the developed …

The past five years have seen an explosion in the use of the Internet by book artists both as a tool for communication and as a means of publicizing their work. Not quite as rapidly, but steadily nevertheless some formerly traditional book artists have left the confines and limitations of hot type on damp paper to explore the creation of "books" which can only exist in digital form. In this presentation, I will explore how both book artists and the book arts represent themselves using digital media and what I see as some of the implications for the ways in …

Conditions occurring in cement rotary kilns assure high destruction and removal efficiency (DRE) of the most stable substances, efficacious dry sorption of acid gases in the alkaline raw meal and heavy metals bounding in the clinker. Adequate operation of hazardous waste incineration in the process connected with cement clinker production does not cause increasing air pollutant emissions. Magnitude of the emissions often does not depend of this if there are using wastes in the cement kiln at all. The work presents a review of DRE levels and stack emissions for selected flue-gas constituents during hazardous waste co-combustion in cement kilns …
Observed Choice, Estimation, And Optimism About Policy Changes, Eric Bennett Rasmusen
Observed Choice, Estimation, And Optimism About Policy Changes, Eric Bennett Rasmusen
Eric Bennett Rasmusen
A policy will be used more heavily in a particular time and place where its marginal cost is lower. The analyst who treats times and places as identical will overestimate the policy's net benefit, especially for policy intensities greater than exist in his sample. In regression analysis, the problem can be solved by instrumental variables and a correction for heteroskedasticity. In an example using state- level data, the technique substantially increases the estimated responsiveness of the illegitimacy rate to transfer payments.

Pericoronitis is the most common odontogenic problem associated with the wisdom tooth in young men and women. Patients may present with problems associated with infection, swelling and pain. However, other associated pathology such as caries, periodontal disease and referred pain from the temporomandibular joint must be investigated when treating pain from the wisdom tooth. The authors wish to present a case in which the pain from a wisdom tooth was due to a fractured dens evaginatus. The importance of this dental anomaly should not be overlooked.

Efficient Relocation Of Spectrum Incumbents, Peter Cramton, Evan Kwerel, John Williams

Changes in technologies and in consumer demands have made prior radio spectrum allocations far from efficient. To address this problem the FCC has recently reallocated spectrum for more flexible use in bands that are partially occupied by incumbent license holders. Often, it is necessary for the new license holder to relocate incumbents to make efficient use of the spectrum. Regulations structuring the negotiation between incumbent and new entrant can promote efficiency. In particular, giving the new entrant the right to move the incumbent with compensation can reduce negotiation costs and promote efficiency when there is private information about spectrum values …

The Efficiency Of The Fcc Spectrum Auctions, Peter Cramton
The Efficiency Of The Fcc Spectrum Auctions, Peter Cramton
Peter Cramton
From July 1994 to July 1996, the Federal Communications Commission (FCC) conducted nine spectrum auctions, raising about $20 billion for the U.S. Treasury. The auctions assigned thousands of licenses to hundreds of firms. Were the auctions efficient? Did they award the licenses to the firms best able to turn the spectrum into valuable services for consumers? There is substantial evidence that the FCC's simultaneous ascending auction worked well. It raised large revenues. It revealed critical information in the process of bidding and gave bidders the flexibility to adjust strategies in response to new information. As a result, similar licenses sold …
