An Investigation Of Strategic Planning And Organizational Change: Halton Regional Police Service, Laurie Mcginn

This paper examines the strategic planning process used by the Halton Regional Police Service to assess its effectiveness in terms of counteracting staff resistance to change. Case studies of the process that was used in 1991 and repeated in 1995 were conducted. The findings reveal that the working philosophy of strategic planning would be better served by fully recognizing and anticipating employee resistance to change within the strategic planning process and developing solutions to help overcome its effects.

This paper examines the policymaking process used by local governments in order to determine whether the rational or incremental model of decision-making is most evident. A case study of the process used by the City of Burlington in response to recommendations made by the GTA Task Force concerning the City’s governance was conducted. The findings reveal that the policymaking process in Burlington was reflective of both models of decision-making, but elements of the incremental model and persuasion were more evident than the problem solving that is associated with the rational model.

Interorganizational Networking In The Local Government Sector: Case Study Of The Municom Network, Geoffrey Singer

This paper examines the potential implications of information and communication technologies on interorganizational relations in the local government sector based on a case study of the Municom Network, which was designed to electronically link Ontario municipalities. The findings reveal that the Municom Network could be an important addition in strengthening interorganizational relationships in the future, as it provides a number of useful tools for direct communication, it is an efficient and powerful means of keeping municipal practitioners updated on events that affect their organization, and it serves as a central repository of municipal information.

The Role Of Family Functioning In The Association Between Childhood Sexual Victimization And Substance Use In Non-Treatment Populations: Results From A Native Canadian Community And Comparisons With The General Population, Margaret L. De Wit, Bryan G. Embree, David J. De Wit

Using path analytic techniques, this study examines the relationship between childhood sexual victimization and alcohol consumption in adult life, focusing in particular on the role of family functioning and the surrounding social support network of family and friends. Two non-treatment populations are compared, one, an Ontario Native community, and the other, the general Ontario population. The models are estimated separately for males and females. While the results for the two samples differ significantly in certain respects (including by sex), the importance of family functioning as an intervening factor is apparent for both Natives and non-Natives. OBJECTIVE: The hypothesis that the adaptation to endurance exercise training included a faster increase in blood flow at the onset of exercise was tested in 12 healthy young men who endurance-trained (ET) 2 h/day, for 10 days at 65% VO2 peak on a cycle ergometer, and in 11 non-training control (C) subjects.
METHODS: Blood flow was estimated from changes in femoral artery mean blood velocity (MBV) by pulsed Doppler. Beat-by-beat changes in cardiac output (CO) and mean arterial pressure (MAP) were obtained by impedance cardiography and a Finapres finger cuff, respectively. This article examines the two models for the role of lawyers (the "counselor" approach and the "hired gun" approach) as espoused in legal literature. It then looks at the guidance given lawyers in Ontario, Canada, in choosing between the two roles in the Professional Conduct Handbook of The Law Society of Upper Canada. The Article then compares those models and the Law Society's directives concerning them, to the actual roles practiced by lawyers as members of the Ontario Bar. The Practice Of Ethical Precepts: Dissecting Decision-Making Lawyers, Margaret Ann Wilkinson, Peter Mercer, Terra Strong

The article describes the context for a major piece of interdisciplinary research undertaken in Ontario, Canada investigating whether the nature of ethical behaviour was changing over time: whether professionalism or profit was driving the behaviour of lawyers. The project had both conceptual and philosophical aspects and an empirical investigation. Previous research on professional ethics is canvassed, including studies of medical ethics, and the particular problems associated with research about the legal profession are identified. The full methodology of the empirical aspect of the research is described and all methodological decisions are discussed and justified. Appendices contain all research instruments. The …
