The Agricultural Act of 1956, which contains the Soil Bank Act, was enacted in the spring of 1956. The soil bank program is divided into two phases, the acreage reserve and the conservation reserve. The acreage reserve is available to farmers with acreage allotments for the basic commodities, which are wheat and corn in South Dakota. The farmer takes part in the acreage reserve program by signing a one-year agreement with his Agricultural Stabilization and Conservation Committee (hereafter referred to as the ASC Committee) and reducing his acreage below the assigned allotment on his farm. Thus, the climate of South Dakota, like that of the Great Plains, has been one of relatively little precipitation and frequent droughts. Alfalfa seed has become a farm crop of increasing importance. Total hay acreage in the United States has remained practically unchanged during the past two decades, but alfalfa hay, during this period, has increased by over 100 percent. Accompanying this increased acreage in alfalfa hay, total alfalfa seed production for the United States has nearly tripled. In turn, the incomes of farmers engaged in alfalfa seed production have multiplied approximately three times during the past twenty years. Alfalfa seed is not a homogeneous product. The purpose of this study was to determine the likelihood of different numbers of drought days per season in ten selected areas of South Dakota using weather data accumulated by the Weather Bureau. Information on the likelihood of drought within the Great Plains is of primary importance for any type of farming. For the prospective irrigation area in central South Dakota such information is essential to determine the extent of irrigation needed and the type of irrigation that will be best adapted to the needs of the area.

This project, "Farm Business Management Data and Practices", was set up to begin in 1955, with farmers and ranchers in the seven "types-of-farming areas" in South Dakota keeping records on receipts, expenses, inventories, and other items and having their books analyzed by the Agricultural Experiment Station Economics Department at the end of the year. Only a few participated the first year, but in 1956 a total of 57 cooperators turned in record books for analysis.
