This thesis is a comparative study of refugee advocacy organizations in Ireland and in the United States. The goal is to research and study some of the best practices that refugee support organizations utilize and report how these two countries address the ever-growing refugee crisis. This study assesses the applications and operations in both organizations and determines how these practices contribute to the fulfillment of their missions. This better understanding of the strengths and struggles experienced by these organizations will support the development of a model and framework for successful social welfare initiatives. This thesis explores the following question: what roles do NGOs play and how effective may they be in efforts at global governance? Through a comparative case study analysis of NGOs advocating for Reducing Emissions for Deforestation and forest Degradation (REDD+) and NGOs implementing REDD+ projects, specifically the Surui Forest Carbon Project located in the state of Rondônia, Brazil, I examine whether NGOs are more effective taking on the role as advocates or policy implementers. The nature of colonialism is examined in this comparison of British colonial policy in Ireland and Canada toward Indigenous people. The histories and realities of Indigenous peoples’ experiences of colonizing violence are not adequately addressed by the dominant approaches of the democratic peace theory’s universalist neoliberal technocratic values, expectations, and assumptions (see Mac Ginty, 2013). Extreme weather events can result in natural disasters, and climate change can cause these weather events to occur more often and with more intensity. Because of social and physical vulnerabilities, climate change and extreme weather often affect coastal communities. As climate change continues to be a factor for many coastal communities, and environmental hazards and vulnerability continue to increase, the need for adaptation may become a reality for many communities. However, very few studies have been done on the effect climate change and mitigation measures implemented in response to climate change have on a community’s adaptive capacity.
