This paper argues that, notwithstanding the necessity of certain restrictions on the press in combat zones for security reasons, government agenda-setting and control of the press are violations of democratic values which are doomed to failure in a free society. Although, the government may be able to set the agenda in a general way, it is nevertheless, unable to dictate a specific interpretation of news events. In addition, should the government succeed in its task, that success is a contradiction of the very goals the United States is seeking to establish. Preferential Policies And Political Stability In Developing Plural Polities: A Comparative Study Of Malaysia, Sri Lanka And Fiji., Elizabeth. Ng

The aim of this thesis is to examine the relationship between preferential policies and political stability in three developing polities--Malaysia, Sri Lanka and Fiji. After a discussion of the socioeconomic environment and institutional legacies in each case, the types of preferential policies adopted by each were examined. The ethnic configuration; geographic distribution; the economic factors; "exit" alternatives; the political system; and external variables in each country were then analysed to assess their impact on political stability in the countries. This thesis is a cross-national comparison of corrupt acts by members of the executive in Canada and West Germany. The paper is divided into three distinct sections. The introduction contains a discussion of the method of study that is utilized. An analysis of the definitions of corruption that are available follows, and the definition that is used in this paper is also specified. A brief profile of the two cases selected for the thesis is also presented. Local Government Unionism In Ontario, 1935-1963: A Study Of The Determinants Of Union Growth (Volumes I And Ii), James Robert Mcvittie

The thesis examines the proposition that the emergence and growth of local government unionism in Ontario, during the period 1935 to 1963, can be explained in terms of the hypothesized relationships identified in the aggregate union growth literature. Developments in both general municipal employment and the municipal utilities (hydro-electric power, urban transit and water works) are addressed. Specifically, the significance of trends in local government employment, unemployment and labour force composition are explored. This Paper proposed to conduct a study into the factors affecting the career development and advancement of women in the public service, and possibly find reasons for the discrepancies between the number of men and women in management positions.
