The essence of C-55 ignores the admonition of the Standing Committee that we must be "knowledgeable and sensitive to human rights issues rather than immigration issues. The determination decision is not an immigration matter but instead a decision as to who are Convention refugees in need of Canada's protection." In stark contrast, immigration authorities have spoken of the importance of refugee law reform as a means of "enabling us to continue our strategy of controlled growth in immigration to Canada." The availibility of international capital plays a crucial role in the economic development of many third world countries. Since the early 1980s, successful economic development of many developing countries has been threatened by a continuing financial crisis. The origins of this financial crisis can be traced to the doubts about the willingness and ability of debtor countries to meet their existing debt obligations. The main problem for many debtor countries is their inability to generate enough net foreign income to pay the interest and the principal due on foreign loans. The problem of obtaining texts with material relevant to the core course in Aboriginal and Multicultural Education in the W.A. College led me to suggest a book of readings selected by those teaching the course. Obviously this was a trap for the unwary, for the diversity of recommendations that I received meant that unless the book was to be of mammoth proportions, some lecturers were bound to be disappointed. This was compounded by difficulties in tracking down authors to obtain their permission in time to publish.
