Functional fixedness is a cognitive function whereby an individual becomes fixated on a given function of an object, which prevents the individual from using the object in an alternative fashion to solve a problem (Duncker, 1935/1945). The current study analyzed the effect of functional fixedness on 36 children from three different age groups, preschool, second grade, and ninth grade. The children were presented with a problem solving activity based on a problem used by German and Defeyter (2000), in which they concluded that young children are immune to the effects of functional fixedness. This chartbook describes Maine’s historical trends in meeting the needs of adults with ID/ASD through institutional and community based services in comparison to other states; a detailed analysis of the population’s utilization of different types of services and their costs in SFY 2010; the implementation of the Supports Intensity Scale (SIS) as a means of identifying the supports needs of the adults with ID/ASD; and the complement of providers serving this population in Maine.

Virginia has undertaken a variety of actions to mitigate the emission of greenhouse gasses and adapt to climate related changes to our weather, wildlife, and sea level. However, these changes have not been undertaken in a coordinated fashion, nor have they been in clear response to the recommendations of any entity that has approached the problem of climate change as a whole. Greenhouse gas mitigation has taken place in the form of a few policies to capture landfill gas, encourage limited energy efficiency, encourage growth of some renewable energy, and reduce vehicle miles traveled. The Indiana House Enrolled Act 1481 (HEA-1481) requires that the Indiana Department of Transportation (INDOT) adopt final rules by December 31, 2014, for the issuance, fee structure and enforcement of permits for overweight divisible loads, fee structure of permits for loads on extra heavy duty highways, and fee structure of permits for overweight loads. On December 26, 2013, INDOT adopted the Emergency Rules regarding these items, as required by HEA-1481, effective January 1, 2014. I recommend four local actions to increase housing choice for Section 8 renters: St. Louis City: Remove the special occupancy permit requirements for landlords who wish to rent through the Section 8 program. St. Louis City: Revise local fair housing ordinances to include Section 8 as an explicitly protected source of income. Linking publications to published datasets in repositories is an important part of the research lifecycle. However, merely linking them does not ensure reusability. It is important for repositories to develop and provide policies for preservation that support the reusability, including lifecycle, ownership, versioning, and attribution aspects of the scholarly process (Bechhofer et al., 2013). In November 2014, CCSI and the Institute for Human Rights and Business co-convened a colloquium on policy, law, contracts, and sustainable development, with a particular focus on large-scale investments in the extractive industries and the agriculture sector. The colloquium provided an opportunity for practitioners to share information on their related work, as well as to reflect on current practices and remaining gaps regarding efforts to embed sustainability and human rights into large-scale deals. This outcome document provides a summary of the discussion, while its annex includes information on participants’ relevant programs, initiatives, and tools.

Lack of gender-informed policy creates challenges for correctional practitioners. When there is a gap between training that is evidence-based and gender-informed and what is written in policy, staff may find themselves hindered in their attempts to work toward establishing a gender-responsive environment. This policy bulletin, released in February 2015 and based on survey data and focus groups with women, is an initial step to determine the existence of gender-informed policy within correctional agencies. Intersectionality as a framework has garnered much attention in law, sociology, and education research, and conversations surrounding the framework and its utility now span the globe. Intersectionality addresses the junction of identities, and how the intersectional nature of identities, together, shape the lived experiences of individuals (Hancock, 2007) because of interlocking systems of oppression and marginalization often associated with those identities. In this special issue, “Informing Higher Education Policy and Practice Through Intersectionality,” the authors build upon Crenshaw’s (1989) articulation of intersectionality to frame their work, seeking to improve U.S. higher education.

There are several sources of uncertainty in scheduling hydropower: reservoir inflows, power generation, demand and value, and the value of water remaining in storage at the end of the planning horizon. RiverWare is an object oriented modeling tool widely used for the operations and planning of large and small systems of reservoirs. Typically, short term optimization of hydropower is complicated by the need to meet a wide variety of prioritized non-power constraints and RiverWare is designed to satisfy these constraints to the extent possible. Background: There continues to be a need for increases in adult vaccination rates, especially among those working in environments which may easily become communicable disease outbreak centers, such as school employees in the school environment. The purpose of this study was to evaluate why rural Utah school employees were non-compliant with the influenza and measles, mumps, and rubella (MMR) vaccines, as well as to identify their views on mandatory vaccination policies.

Solar, wind, and other renewable energy technologies have the potential to mitigate climate change, secure America’s energy independence, and create millions of green jobs. In the absence of a price on carbon emissions, however, these long-term benefits will not be realized without near-term policy support for renewables. This Article assesses the efficiency of federal tax incentives for renewables and proposes policy reform to more cost-effectively promote renewable energy through capital markets and crowdfunding.
