This Organizational Improvement Plan (OIP) aims to address the problem of practice (PoP) of a breakdown in the policy development cycle. The breakdown has resulted in a lack of evaluative feedback on the extent to which policies have been implemented as intended and are effective in achieving their intended outcomes. The PoP challenges elected trustees, in a large and diverse K–12 school division in Western Canada, to carry out their governance role. The impacts of the COVID-19 global pandemic on higher education could be seen in education in early 2020. Significant labour market disruptions places students among the group experiencing the heaviest burden from layoffs and work insecurity during this time. Higher education institutions also face financial uncertainty, bracing for shifts in enrolment and tuition revenue, particularly related to international student cohorts. The impacts of the COVID-19 pandemic on student employability are on the radar of policymakers, university faculty and administrators, employers, and students alike.

There are approximately 25 million refugees around the world, and over half of this 25 million are under the age of 25. While many refugees hold strong aspirations to attend higher education, about 3% of refugees have access due to political, social and economic challenges. The challenge is how to understand, support, and develop successful greater access to higher education for refugees.

Media, industry, and other public actors have claimed that a ‘skills gap’ exists in students exiting post-secondary education and entering the workforce. The call for reform in higher education has been a focus of the Organization for Economic Co-operation and Development (OECD) for over a decade. This call for reform is driven by a stated “skills gap” between the skills of graduates and the needs of the labour market. Student groups have also voiced their concern about the skills gap and its impact on future employment.

Under globalization, the Internationalization of Higher Education (IHE) has intensified. International Student Mobility (ISM) as a key part of IHE has attracted more attention as well. China, traditionally an exporter of students, is becoming a popular host country for international students as well. By examining relevant policies and international students’ experiences, this study constructs a comprehensive portrait of ISM in China. Analyzing the ISM policy and student perspectives with attention to underlying ideologies of IHE (Stier, 2004) illuminates the tensions between the policies and practices. This thesis advocates for the inclusion of liberal education in discussions of the college and university missions and mandates in North America. It is conceived with the purpose of influencing policy thinking and generating the theory and ideas required for sound education policy decision making. Research into liberal education is a special and atypical kind of inquiry and requires innovative theoretical approaches. Liberal education is foremost a philosophical problem and requires philosophical approaches. The method used is, therefore, conceptual in nature and drawn from analytical philosophy.
