On May 15, 1948, the state of Israel came into existence in accordance with the United Nation's Palestinian partition resolution of November, 1947. After two thousand years of Jewish exile and diaspora, the world had recognized and granted the Jews the right to claim their Biblical homeland. Establishment of the state by no means signified the beginning of Jewish presence in this Middle Eastern corner of the world since the time of their exile in 70 AD. The analysis of American foreign policy has long been a favorite subject for historians, and the U.S. policy toward China during the 1920s and 1930s has received its fair share of attention. Most authors dealing with this period have been content to trace carefully the course taken by U.S. policy makers during this period, pointing out where they went wrong, or defending the policy as being the best possible given the situation.
