Conflicts and wars have many parallels wherever they occur around the world. For many people worldwide, the media is the most important source of information on these conflicts and their effects on vulnerable groups such as women and children. Women’s experiences in particular mirror the atrocities of war zones. Yet, it is certain women whose stories and voices are amplified the most by the media. Awareness is a starting point to recognize, understand, or know a situation or fact, and the perception makes a difference in how to deal with it. Although the term cybercrime may not be new to the most public and the police, not all of them are well aware of the nature and extent of cybercrimes, cybercriminals, and cyber-victims, which in turn affects their perceptions of matters. The four papers in this issue of the International Journal of Cybersecurity Intelligence and Cybercrime empirically examine these important topics and discuss policy implications.

The paper is a qualitative analysis of the status of women and women in politics and administration in Nepal Himalaya. The paper reviews data on women in civil service and in administrative levels. Looking at women in Nepali politics, policy on women, and women in administration, the paper highlights some social and cultural issues that have “othered” women as the “second sex.” As the country is heading towards modernity, gender friendly approaches are being instituted. Policy change in 1997 by the Food and Drug Administration made the United States only one of two countries to allow direct-to-consumer advertising (DTCA). DTCA refers to the promotion of prescription medications through media directly to consumers as opposed to distribution of information only medical professionals. Supporters argue that DTCA educates consumers and helps them to make more informed decisions about their health care. On the other side, opponents argue that it leads to otherwise healthy people believing they are sick, thereby increasing profits for pharmaceutical companies. This study examines the historical role of the diaspora in Cape Verde’s socioeconomic development. It analyzes the prospects and limitations of its diaspora as a transnational economic development resource. While it is policy oriented, the study offers a conceptual framework to analyze its diaspora engagement policies and efforts since 1975. Cape Verde has emerged as a success story. The diaspora’s contribution was one of the four essential factors behind this relative success: migration and remittances, overseas development assistance, large scale public investments, and reasonably sound policies and stewardship of public finances.
