With urbanization on the rise, policymakers cannot ignore urban conflicts. In the aftermath of the Cold War, several scholars were of the opinion that primitive modes of fighting, such as close combat, would cease to be used. However, as urban spaces have increasingly become battlefields in the 21st century, there has been a retrogression to a brutal and bloody mode of fighting. This return of primitivism affects the tactics that the military can use in urban warfare, which makes it a daunting strategic challenge. Determinants Of Wind Energy Deployment: Infrastructures, Policies, Resources, Or Economics?, Marc Sydnor

This dissertation analyzes the pattern of deployment of wind power across the United States, focusing on the influence of wind resources, incentives/supportive government and governance policies, supportive/confounding infrastructures, and economic factors. The effects of these factors are considered for 35 states from the year 2001 to 2012. Effects are estimated using fixed effects regression models, forward step-wise between modeling, and lead-lag models. The results indicate that demand, electrical transmission availability, and complementary generation assets, as well as the import-export of electricity are important factors in determining where wind energy deployment occurs. Measuring the effectiveness of the Response to Intervention (RtI) framework has become a more urgent need in the broader context of educational policy and the high stakes associated with school improvement. In order to meet these needs, the systematic development of a series of RtI rubrics was initiated within the state of Colorado to support districts, schools, and educators with the implementation of the RtI framework. Although the staff of the Colorado Department of Education (CDE) invested significant time and resources into developing the RtI implementation rubrics, they did not conduct an evaluation of the internal validity of the tools. …

This dissertation investigates a major change in U.S. Government research and development policy away from its traditional mission-based model, toward a distinctly commercially-oriented research approach. The SEMATECH project is offered as an example of a Government Industry Partnership (GIP) dedicated to the development of dual-use programs (DUP) with the stated purpose of regaining technological superiority and market dominance in the production of a technology that had significant implications to national economic and military security. Avoiding Tough Policy Choices In An Influenza Pandemic: The Role Of Kettl's Rocket Science Model In Public Health, Danny Lambert

The security and social inequality approaches to public health present distinct answers to policy objectives relative to a pandemic. However, each approach leaves us with tough choices between the most valued objectives. I demonstrate how the networked approach, which Kettl's Rocket Science Model (RSM) exemplifies, does not leave us with such choices. Furthermore, I connect the epidemiological concepts public health practitioners apply toward communicable disease pandemics to RSM concepts. Finally, drawing on the disease parameters of a worst-case scenario influenza pandemic, I demonstrate how the networked approach helps public health practitioners expand capacity such that tough choices are unnecessary.
