The United States and Ireland have varying practices to achieve similar objectives in regard to environmental sustainability. While the European Union has maintained and updated a uniform policy throughout its existence--the Common Agricultural Policy--the United States instead created short-term solutions to a long-term problem. Not only does the United States tend to solve issues in the short-term, the policies between agricultural production and environmental sustainability are not necessarily aligned or remotely relative to the other. Climate change has exacerbated groundwater depletion globally, and policymakers have struggled to effectively manage groundwater resources. California enacted the Sustainable Groundwater Management Act (SGMA) in 2014 to restore groundwater to sustainable levels.

The first paper of this thesis examines the drivers associated with uptake of groundwater conservation practices in agriculture. While a rich body of research has explored farmers’ conservation practice adoption, understanding of groundwater conservation practices is more limited. This study explores how information sources influence the actual and intended adoption of groundwater management practices in California. Journal of Public Affairs and Development

This study examines procurement practices and policies that hinder or facilitate public research and development. An online survey and interviews with key informants in 44 research development institutions (RDIs) in the Philippines were conducted. Participants include Project Leaders, members of the Bids and Awards Committee (BAC), the BAC secretariat, chief accountants, technical working groups, and suppliers. The results show that some procurement policies, workflows, and capacities of the procuring entities contribute to procurement delays. A lack of qualified or suitable suppliers and a limited market of highly specialized and scientific equipment are also factors affecting procurement efficiency. It is recommended …

Conservation Letters published by Wiley Periodicals, Inc. Policy makers are increasingly encouraging farmers to protect or enhance habitat on their farms for wildlife conservation. However, a lack of knowledge of farmers’ opinions toward wildlife can lead to poor integration of conservation measures. We surveyed farmers to assess their perceptions of ecosystem services and disservices from perching birds, raptors, and bats—three taxa commonly targeted by conservation measures. The majority of farmers thought that perching birds and bats were beneficial for insect pest control and that raptors were beneficial for vertebrate pest control; however, fruit farmers viewed perching birds more negatively than …

California endured an extreme and prolonged drought from 2012 until the winter of 2017, offering a fascinating yet tragic example of how drought impacts lives. Despite this recent and stark phenomenon, there is surprisingly little information about its effects and implications. This thesis aims to lessen this knowledge gap by asking how severe the drought was, how well the state responded, and what policies would increase California’s water security. The Wild Free-Roaming Horses and Burros Act (WFRHBA) of 1971 established all “unbranded or unclaimed” equids on U.S. public lands as “living symbols of the historic and pioneer spirit of the West.” Today, >72,000 feral horses (Equus ferus caballus) and burros (E . asinus ; WHB) live on western U.S. public rangelands. The number of WHBs exceeds the Bureau of Land Management’s maximum Appropriate Management Level (AML) of 26,715 by a factor of approximately 2.7 and has nearly doubled from 2007–2015. Policy analysis on climate information services (CIS) provisioning in the agriculture sector is vital and warranted. This paper describes the global and national CIS policies as well as the institutions involved in provisioning through the characterization of pathways from data generation to dissemination. More than 100 countries pledged to reduce agricultural greenhouse gas (GHG) emissions in the 2015 Paris Agreement of the United Nations Framework Convention on Climate Change. Yet technical information about how much mitigation is needed in the sector vs. how much is feasible remains poor. We identify a preliminary global target for reducing emissions from agriculture of ~1 GtCO2e yr−1 by 2030 to limit warming in 2100 to 2 °C above pre-industrial levels. Yet plausible agricultural development pathways with mitigation cobenefits deliver only 21–40% of needed mitigation. The Vietnamese seafood industry has grown rapidly over the past few decades, largely rallying behind huge foreign demand. Institutions surrounding the production and processing of seafood for export have supported efforts to implement reliable regulations and eco-label certifications in line with demand for safe, environmentally friendly, and otherwise high quality products. No comparable efforts exist in the domestic market. Cisgenesis is the genetic modification of a recipient plant with natural gene(s) from a sexually compatible plant. Unlike transgenesis, which is the genetic modification of a recipient plant with gene(s) from any non‐plant organism, or from a donor plant that is sexually incompatible with the recipient plant, the results of cisgenesis could occur naturally over time. This paper summarises discussions by invited speakers during a special session at the 6th North American Duck Symposium on wetland issues that affect waterfowl, highlighting current ecosystem challenges and opportunities for the conservation of waterfowl in North America. Climate change, invasive species, U.S. agricultural policy (which can encourage wetland drainage and the expansion of row-crop agriculture into grasslands), cost and competition for water rights, and wetland management for non-waterfowl species were all considered to pose significant threats to waterfowl populations in the near future. Since declaring independence in 1957, the Republic of Ghana has become a stable constitutional democracy. Ghana’s economy has grown substantially over the past decade, yet remains primarily agrarian, accounting for 50% of the total employment and 25% of the country’s Gross Domestic Product. Smallholder rain-fed farming using rudimentary technologies dominates the agricultural sector accounting for 80% of total agricultural production. Approximately 90% of smallholder farms are less than two hectares in size, and produce a diversity of crops. In that spirit, the Department of Agricultural Economics at the University of Nebraska-Lincoln and the Nebraska Agricultural Statistics Service recently asked a random sample of agricultural producers about their preferences for the 1995 farm bill. Similar surveys were undertaken in 1984 and 1989, prior to the last two farm bills. Each Nebraska survey was part of a larger, national effort. This year, 15 states, scattered across all regions of the United States, participated.
