Second‐Order Devolution Or Local Activism?: Local Air Agencies Revisited, Luke Fowler, Bryant Jones

In response to calls from previous scholarship for further bottom-up examination of local government roles in environmental policy, the authors revisit local air agencies to examine two separate phenomena occurring in environmental federalism: one from the top-down (second- order devolution) and one from the bottom-up (local activism). Using survey data from local air agencies on devolved authorities to set air quality standards and to enforce federal and/or state standards, the authors identify three different types of local agencies: state administrative sub- units (only enforcement authority), fully devolved agencies (authority to both set and enforce standards), and activist agencies (neither authority). …

At a large Midwestern university, librarians work closely with an annual undergraduate agricultural innovation competition to guide students through the process of conducting market research and assessing patentability. In 2018, the authors conducted an exploratory study using focus groups of students who had participated in that year’s competition in order to learn how students find and use information in a competition setting, to evaluate the impact of library support on the students’ success, and inform further assessment activities. Results showed that students used information from the library and from their own research, notably seeking out first-hand expertise, to practice evidence-based …

In 2015 the United Nations adopted seventeen Sustainable Development Goals (SDGs) to promote prosperity while protecting the environment. Our research examines how the SDGs, considered the grandest vision for sustainable development for the world, can be accelerated by ambitious leaders in the field of innovation. Through careful selection based on the type of industry, scale, impact, and diversity, we study a cohort of bold leaders who are shaping a brave new world. In turn, the urgent charge of the SDGs provides a platform and an innovation lab to incubate new ideas for inclusion and technologies.

Intelligence may have evolved to help animals problem-solve in their physical and/or social environments, which enables them to cope with changes in their environments. Humans can reduce wildlife conflict by understanding how species that face harsh environments assess a situation and alter their behavior. Tests for cognitive behavior aim to formulate clear behavioral criteria for inferring an animal’s mental processes. Fundamental innovation usually involves huge upfront costs, but the benefits are spread across various sectors of the economy. Given the large costs and limited appropriability of the benefits associated with the innovation, individual firms underinvest in these innovations relative to the socially optimal level. We find that mergers and acquisitions (M&As) can internalize the positive externalities by merging firms from both the user industries and the producer industries of an innovation. Using the US patent citation dataset, we define the user and producer relationship between each pair of industries and between each pair of industry and technological class. We then …

Smathers Libraries (Libraries) at the University of Florida (UF) andElsevier delivered the Phase I findings of a pilot project that aimed to maximize visibility, impact and dissemination of articles by UF researchers who have published in Elsevier journals. Beginning April 2016, the collaboration provided metadata with article links automatically delivered toUF’s Institutional Repository, the IR@UF, in theIR@UF-Elsevier Collection. An Experiment On Innovation And Collusion, Andrew Smyth

This paper examines the relationship between product innovation and the success of price collusion using novel laboratory experiments. Average market prices in low innovation (LO) experiments are significantly higher than those in high innovation, but otherwise identical experiments. This price difference is attributed to LO experimental subjects' greater common market experience. The data illustrate how collusion can be perceived as the "only way to make it" in LO markets where product innovation is not a viable strategy for increasing profits. They suggest that product homogeneity can be a proximate cause, and product innovation an ultimate cause, of collusion.

At a large university in the Midwestern United States, librarians work closely with an undergraduate agricultural innovation competition. Librarians serve as entrepreneurial information guides, providing business information instruction and consulting with student groups to mentor them through the innovation process. The competition, with a winning prize of $20,000, focuses on developing new products from soybeans to foster environmental stewardship and reduce reliance on petroleum. Competitions are a form of experiential learning, allowing students to fully experience the product design process and practice making evidence-based decisions. The dissertation explores the role of human capital, education, and political institutions in the process of economic and political development. The first chapter shows that economic development such as secondary school enrollment rates during the democratization period exerts long-lasting effects on growth, possibly by giving permanent birthmarks to newly minted democratic institutions. Specifically, democracies born in weak development tend to have weak institutions and slow growth, while in contrast, those with adequate development at the political transition time establish strong institutions and achieve faster growth. This study examines the spatial association between science- and technology-related entrepreneurship and neighbourhood walkability in eastern Nebraska, often referred to as the northern ‘Silicon Prairie’. Tech start-up firms are expected to gravitate toward more walkable or pedestrian-oriented urban locations to benefit from heightened social interaction, knowledge spillovers and a more vibrant, creative atmosphere. Data on start-up firms collected from the online database Crunchbase.com and a walkability index provided by the popular online service Walk Score® were used to evaluate the walkability–tech entrepreneurship nexus. My dissertation comprises two papers on urban economics, social networks, and innovation. The main question that connects these two papers is what the trade-off between inventor teams and social networks in patent development is. Two papers provide empirical evidence and answer the question from different perspectives.

Chapter 1 examines the joint effect of inventor social networks and team size on patent impact. Using data from the United States Patent and Trademark Office (USPTO) from 1975 to 2010, results confirm that the marginal effect of network size on patent impact decreases as team size expands, indicating that inventor networks and team …

In my dissertation I explore how personal networks affect firms’ financial decisions. In the first essay, I study how social connections among divisional managers affect the capital allocation to divisions in diversified conglomerates. In contrast to the previous studies, I focus on the horizontal connections or connections formed among managers of the same level of corporate hierarchy. I show that connections among divisional managers lead to higher sensitivity of segment capital spending to segment’s growth opportunities, higher firm-level allocation efficiency and higher firm value. Additionally, firms tend to strategically assign better-connected managers to these segments, and connections help to reduce …

As the field of Public Health has shifted from a biomedical paradigm to a social ecological approach, focusing on health equity and social determinants of health, it has increasingly acknowledged the roles of culture and trauma in health outcomes. The field has responded by modifying some research practices, but continues to prioritize conventional methodologies—with few options designed to foreground trauma- and cultural-responsiveness. Unfortunately, to the extent that conventional approaches require health to be defined, communicated, or valued according to dominant norms, they risk perpetuating inequities. Innovation is a major subject of international political economy, but mainstream discussions focus on scientific research and development and detach innovation development from their social contexts. In response to this view, this project reveals the importance of cultural and social factors in influencing innovation development by examining the rise of the knowledge-sharing market (KSM) -- a social-network-site-based economy in China. It suggests the KSM is a disruptive innovation not only because it is pioneered by a latecomer in the global innovation market, China, but also because its emergence from the changing Chinese consumer demands disrupts the mainstream thinking of innovation.
