Development And Test Of The Humanitarian Demining Sifting Excavator, Christopher Wanner

The Humanitarian Demining Sifting Excavator has been developed to address the problem of finding and clearing deeply buried, mixed minefields. The motivation for the development came from a 2002 site assessment by the team of an existing mine problem in Honduras. Areas were identified containing both antipersonnel and antitank landmines buried up to 0.5 meters in mineralized soils. Conventional mine clearing techniques employed in the areas of interest had uncovered widespread evidence of these deeply buried mines, however, these techniques were unreliable for consistently finding mines buried at these depths. Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.

It also surveys the main evaluations of Oportunidades, which have benefited from the fact that the program constitutes one of the largest randomized social experiments of its kind.
