In a 2006 Interview, prominent Nigerian author, and social commentator, Chimamanda Ngozi Adichie said; “…Nigeria was set up to fail. The only thing we Nigerians should take responsibility for is the extent of the failure….”1. Such a view about colonialism and the states it arbitrarily created is widely shared by many on the African continent, who have come to understand that the very creation and existence of the African state are largely to blame for the seemingly countless socio-economic and political issues faced on the continent.

Existing literature establishes a connection between elevating the status of women in less developed countries and positive political outcomes including: increased national stability, decreased likelihood of civil conflict, and international stability. In particular, the literature suggests that working within the dominant cultural framework of a country makes development projects more successful. This thesis expands upon these bodies of literature and examines the outcomes of the work of two major development agencies in Afghanistan, the UN and USAID in the area of women's education and healthcare. This thesis develops a model of structural power in society that builds upon Weber's notion that several types of power exist in societies and that these types of power operate differently within societies. The purpose of this model is to help explain the political economy of development during Museveni's tenure. The thesis argues that Museveni has centralized power through a complex system of patronage and repression. Furthermore, Museveni's transformation from the leader of a cadre of `new breed leaders' to `just another African big man' results from his choice to centralize power as a means of achieving his revolutionary goals. …
