Impacts Of Information And Communication Technologies On Country Development: Accounting For Area Interrelationships, Robert J. Kauffman, Ajay Kumar

Single-item composite indices gauge ICT readiness at the country level but do not represent the direct impact of ICTs on a country's development. This paper describes a new approach to measuring the macrolevel impacts of ICTs across a range of development areas. The indirect effects of one area on others is taken into consideration by a simultaneous equation model that permits the inclusion of multiple development areas. The model is applied to data pertaining to four development areas in 64 countries: trade flows, agricultural productivity, R&D, and quality of life. With more and more genomes being sequenced, a lot of effort is devoted to their annotation with terms from controlled vocabularies such as the GeneOntology. Manual annotation based on relevant literature is tedious, but automation of this process is difficult. One particularly challenging problem is word sense disambiguation. Terms such as |development| can refer to developmental biology or to the more general sense. Here, we present two approaches to address this problem by using term co-occurrences and document clustering. Closure of the Brunswick Naval Air Station in 2011 will have profound economic impacts on the entire mid-coast Maine region of Maine, with an estimated loss of 6,500 jobs and $330 million annual income. Throughout the Base Realignment and Closure process, Brunswick, the region, and the State of Maine followed federal rules and developed the federally-funded Brunswick Local Redevelopment Authority (BLRA) to plan for reuse of the 3300 acre base. Performance evaluations of multi-hop ad hoc network routing protocols have been primarily conducted through analytic and simulation-based studies, which frequently fail to accurately predict real-world performance and behaviour. One reason for this is the challenge in developing low cost, representative test beds with the degree of flexibility and mobility required. We have developed a Portable Wireless Ad hoc Node (PWAN) device which establishes multi-hop routes using the OLSR routing protocol. The PWAN’s performance has been investigated using two test bed configurations to evaluate its capacity under conditions of high node density in a short-range, multi-hop environment. The present stydy focuses on the strategies to modify the design of a community based Arsenic - Iron Removal Unit (AIRU) based on the field performance of the AIRU and the feedback from the users. The ultimate aim was to offer a user-friendly and sustainable system. Appropriate modifications in the design of the developed unit reduced the propensities of water head-loss and media clogging, thereby yielding sustained flow rate. Introduction of a simple cleaning procerdure (98% flow-recovery with three successive backwashing sequences) successfully reduced the frequency of requirement of labor-intensive replacement of the whole filter media. The history of water projects in the region is no different. This article explains why policy makers should seriously consider substantial early reductions in greenhouse gas emissions as a part of any post-Kyoto framework, and sets out suggested elements of a framework for early action in a post-Kyoto agreement. Substantial early reductions are needed because of the growing urgency of the climate change science, the precautionary approach identified in the Framework Convention on Climate Change as a decision-making principle, the fact that cost-effective measures are now available, and the significant non-climate benefits (security, economic, social, and environmental) that can be achieved by implementing them.
