When civil family issues intersect with criminal acts, the civil and criminal systems fail to effectuate a complete remedy. Specifically, there are few effective protections for victims of domestic violence during the pendency of domestic relations proceedings. Given the complicated gender dynamics and inequalities that have developed throughout history, it is unsurprising that the criminal and civil systems have failed to prioritize prosecution of crimes against women. In Georgia, criminal sentencing marks a critical period for convicted defendants. As the final moment before the superior court fashions a punishment, the defendant faces a pivotal opportunity to introduce mitigating evidence, including evidence of mental health challenges, life circumstances, and other facts. Where such evidence is offered, the superior court can properly issue a sentence that aligns with the purposes of punishment or other state policies. But some populations, especially veterans convicted of nonviolent offenses, are exposed to unique stressors that likely affect their culpability. The professional life of Hattie Plum Williams (1878–1963) epitomized the first generation of professional women sociologists on the Great Plains. At the University of Nebraska, she became the first woman in the world known to hold a regular appointment as chair of a coeducational, doctoral department of sociology (1923–1928). Often characterized as a social worker, her professional allegiance remained to sociology. Williams’ unsung labors in the early 1930s on behalf of the National Commission on Law Observance and Enforcement (NCLOE) resulted in two detailed, typewritten accounts of crime and criminal justice in Omaha and Lincoln, Nebraska. When reporting crime, media sources can influence public perception of the crime, the victim, and the perpetrator. They can also influence the justice policies that people endorse. With support growing for more community-oriented justice policies that allow for perpetrator reintegration (Maruna & King, 2009), it is important to understand how portrayals of crime may soften public judgements toward perpetrators without reducing concern for victims. In two studies drawing from empathy-attitude effect research (Batson et al., 1998) and emotion regulation theory (Gross, 1998) this research examines how media portrayals of a crime may cause people to change their perceptions of those …

Native American and Pacific Islander women are missing and murdered at an alarming and relentless rate. The history of violence against this population starts with European contact in the fifteenth century and continues to this day with Native women suffering the highest rate of sexual assault per capita in the nation. This panel presentation held in observance of the International Day of Eliminating Violence Against Women concludes with a recognition of Native American resilience and actions all Americans can take to help reduce these crimes.

Violent offenses are part of the history of humankind, and as such, both male and female violent offenders have perpetrated these acts, often with gender differences between male and female offenders present. As more women leave the home and enter the workplace, the gap in gender roles has narrowed, so it follows that this narrowing may also be reflected in the actions of violent offenders. Although there are various explanations for the narrowing of the gender gap in crime, understanding the differences between male and female offenders can help inform gender-based interventions. Trends of subprime and predatory mortgage lending were largely responsible for the housing crisis in the late 2000s. These circumstances resulted in a high concentration of home foreclosures, and subsequent vacant and abandoned housing, particularly affecting disadvantaged neighborhoods. There is evidence to suggest that neighborhood spaces characterized by blighted properties and other signs of physical disorder reduce collective efficacy and informal social control, leading to increases in crime. Despite US government efforts to support economic recovery following the housing crisis, interventions were largely not concentrated enough to match spatial patterns of foreclosure and vacancy, and as such, reductions of crime …

Most transgressions of environmental law in the United States are remedied with civil or administrative tools. When crimes involve significant harm or culpable conduct, criminal enforcement tools may be applied. With the importance of environmental criminal enforcement for punishing offenders and deterring future offenses, we still have little empirical understanding of this phenomenon in Texas. We use content analysis of 2,588 federal environmental criminal prosecutions that result from EPA criminal investigations from 1983 to 2019 and select all prosecutions occurring in Texas. The article discusses the failures of the American justice system to find and punish offenders for the majority of serious crimes. It highlight the low clearance and conviction rates for crimes such as murder, rape, and assault. It further argues that these failures of justice have practical consequences on crime rates and also disproportionately affect racial minorities and low-income communities.

The Relationship Between Social Mobilization, Crime, And Crime Control: A Longitudinal Analysis Of 900 Cities In The U.S. Between 1964-1995, Erin R. Coleman

This dissertation explores the longitudinal relationships between social mobilization, crime, and crime control. The dataset used to explore these relationships combine Uniform Crime Report (UCR) data on crimes known to the police and crime clearances by arrest with decennial census data and data on reported social mobilization events reported in the New York Times between 1964-1995. The data include information from all these sources for over 900 cities in the U.S. Analyses model violent and property crime counts, and well as clearance by arrest rates in the month after the social mobilization events. Marital rape has been a topic that does not receive the awareness it needs. About 14% of married women experience marital rape in the United States, and of that fourteen percent, 77% of those cases go unreported. Women experience post-traumatic stress disorder (PTSD), depression, higher levels of anger, fear, and guilt, and begin to hate their bodies, therefore causing their self-esteem to drop. Despite the argument that women who are raped by their husbands suffer less because they have already consented to having sexual relations, it is the opposite. The purpose of this study was to examine the relationship between crime victimization, age at the time of victimization, psychological health, and resilience. Past research has shown that crime victimization has been linked to higher levels of depression and suicidal ideation, anxiety, posttraumatic stress disorder (PTSD), and eating disorders, and that those who experience a traumatic event as a child are influenced more negatively than those who experience trauma as an adult. Evidence shows that education, labor market conditions for ex-offenders, and wages influence crime rates. The relationship between wages and crime specifically, has interesting potential policy implications, especially in arguments for increasing the minimum wage. Economists speculate that increasing the minimum wage may help reduce crime by increasing wages and thus increasing the opportunity cost of committing crime, making it riskier and less necessary for people to supplement their incomes through illegal avenues. Using crime data from the FBI’s Uniform Crime Reports and minimum wage data from Vaghul & Zipperer (2016), I employ a two-way fixed effects framework to analyze the …

Ritually motivated pedicide is among contemporary Africa’s most severe crimes against children. Most of these crimes involve brutal acts of violence or mutilation of the victim. While men are most often the perpetrators of violent crimes, ritually motivated pedicide and mutilation equally attract women. The role of women in these crimes is not restricted to the less violent aspects of the crimes; instead, they also extend to the most brutal elements, often involving mutilation, decapitation or outright murder of the victim. Sexual violence is incredibly prevalent in the state of Maine. These crimes, which disproportionately affect at-risk communities – women, children, people of color, and impoverished persons – are not accurately represented in legal discourses within Maine. Changes to how victims and survivors of sexual violence are represented and discussed in law enforcement reports and other materials are necessary in order to promote social change and justice for the survivors in our communities.
