According to prior studies, a significant proportion of individuals affected by conflict regularly demonstrate that women experience violence to a greater extent. As the Cold War era came to an end, trends in major armed conflicts began to shift. Climate change has emerged as a new non-traditional security threat around the world, similar to traditional security challenges. The UNFCC recognises that women are disproportionately vulnerable and bear a greater burden from the impacts of climate change. Climate change is fundamentally destabilizing the private insurance industry, with many high-profile insurance companies exiting states in the face of catastrophic, climateinduced risk. This rapid “insurance retreat” represents a major market signal in response to climate-exacerbated risks. Private businesses are making actuarial decisions, assessing that some locations are just too vulnerable to insure. At the same time, this insurance retreat also poses a policy challenge for states as they react to the mounting insurance gaps left by exiting private insurers. Our built environment includes infrastructure dedicated to fossil fuels: wells, pipelines, compressor stations, refineries, fossil gas storage caverns, gas stations. One challenge as we decarbonize is how we will repurpose these locations and networks as we move toward a decarbonized world.

This Article imagines the outcomes for three distinct pieces of our fossil fuel infrastructure and how each could be a part of our decarbonized future. Increasing anthropogenic greenhouse gas emissions have led to more heat being trapped in the atmosphere, raising our overall global temperature. The hottest recorded sea surface temperatures in Southeast Florida occurred in 2023 causing extreme coral bleaching and high mortality in part of the Florida Reef Tract (FRT). Coral reefs play a vital role in protecting coastal communities from storm surge and sea level rise, reducing wave energy by up to 97% across whole reefs. Scholarship on climate change adaptation is increasingly moving from incremental responses to climate injustice towards transformative approaches that deliberately change systems to achieve just and equitable outcomes. A transformative understanding of climate justice is relatively new and evidence of how this could be achieved is in its infancy. The increasing urgency of climate change, combined with federal environmental inaction under the Trump Administration, inspired a wave of environmental action at the state and local level. Building on the environmental movement of the 1970s, activists have pushed to amend more than a dozen state constitutions to include “green amendments” — self-executing individual rights to a clean environment. In 2022, New York activists succeeded, and New York’s Green Amendment (the NYGA) now provides that “Each person shall have a right to clean air and water, and a healthful environment.”

This paper presents recommended actions that federal agencies could take, under existing law, to ensure safe and responsible permitting and regulation of ocean carbon dioxide removal (CDR) research in U.S. waters. Controlled field trials and other in-ocean research is critical to improve scientific and societal understanding of ocean CDR techniques that could help the U.S. reach its climate goals. That could raise a host of legal issues, however. Existing legal frameworks were not designed to regulate ocean CDR, and federal agencies have yet to fully explain how decades-old environmental laws will be applied to a new set of activities. This thesis examines extinction anxiety as a zeitgeist that manifests through nuclear war anxiety and climate change anxiety. I define extinction anxiety as the cultural mood of anxiousness surrounding extinction threats in the past, present, and future. I use Monika Krause’s sociological conception of zeitgeist to understand these anxieties as a cultural mood. I demonstrate using Jean-Paul Sartre’s conceptualization of materially derived subjectivity, how these moods of anxiousness are internalized through material conditions. I build my concept of extinction anxiety by comparing and contrasting the mood of anxiousness surrounding nuclear war during the Cold War and the current mood of …

Efforts to address climate change have generally been focused on deploying mitigation technologies. However, it is adaptation technologies (and climate risk transfer) that will have to gain an increasing share of an investment pool dedicated to climate if human systems are to stay resilient to climate forces. Just like mitigation projects, adaptation projects have a strong public goods aspect, wherein public returns exceed private returns, and thus call for the state’s involvement. The Clean Air Act is one of Congress's greatest success stories. The major piece of legislation, passed in the context of environmental and public health crises, has driven technological change through regulation that has dramatically improved air quality even in a prolonged period of economic growth. In the context of climate change, however, despite many efforts since the 1990s, the Clean Air Act has not proven to be a successful legislative tool.
