The purpose of this research study was to gain a comprehensive understanding of the experiences of low-income women living in a rural community when accessing reproductive care and bring awareness to the barriers and facilitating factors they encounter. The present study adopted a post positivism paradigm and was conducted in a rural county in Northern California. A combination of quantitative and qualitative data was gathered through demographic surveys and individual interviews with twenty-two participants. A bottom-up approach was utilized for the phases of qualitative data analysis, which included open coding, axial coding and selective coding. Data analysis revealed thirteen open …

In 2019 and 2021, respectively, California and Washington enacted laws banning the operation of private prisons within each state, including those operated by private companies in contracts with the federal government. Nevertheless, the federal government continues to contract with private prisons through Immigrations and Customs Enforcement for the detention of non-United States citizens. In 2022, the Ninth Circuit Court of Appeals held in GEO Group, Inc. v. Newsom that federal immigration law preempted California’s private prison ban.

As the opioid epidemic continues to have devastating effects on our communities, medications to treat opioid use disorder (MOUDs) are severely underutilized especially for adolescents. Unlike adults, minors need parental approval before obtaining MOUDs presenting a key barrier to timely treatment. Being able to treat adolescents as soon as they are ready is critically important for people with OUD, and while cost and other barriers have been addressed in the literature, there is a paucity on how parental consent affects the accessibility of treatment. Immigration policy was a marquee issue in the US presidential administration of Donald Trump. Trump’s administration employed both policy and rhetoric related to immigrants to mobilize voters, alter immigration policies and practices, and sustain a narrative of a nation under attack by immigrants. Administration officials were able to undertake these approaches because of existing immigration law, but they did so in more explicitly punitive ways than in recent administrations. This dissertation examines select key factors that influence voter choices in state trial court judicial elections in three large, cosmopolitan counties in California and Texas. These include ballot designations (i.e., professional titles of candidates), “evaluations” of candidates by local bar associations, newspaper endorsements, political party affiliation, and gender. Focus here is on ballot designations and local bar association evaluations; the subjective opinions issued by local bar associations as official-sounding, objective and qualitative evaluations. In turn, local bar associations are private, voluntary associations consisting of fee-paying members and not overseeing state bar associations as many laypeople believe. This Comment begins by examining and comparing the legal framework for deportation and other immigration consequences for convictions of drug offenses in the United States, the European Union, and the United Kingdom. This Comment then looks at the harsh effects of current immigration policy on individuals and marginalized communities. Finally, this Comment argues that immigration law should be reformed to adopt a more humanitarian approach toward non-citizens convicted of drug offenses. Assisted outpatient treatment and involuntary outpatient treatment laws refer to the power of the court system to order community-based treatment without hospitalization to individuals with a mental illness diagnosis. Studies have linked these laws to a decrease in the use of incarceration among this population. The effectiveness of the assisted outpatient treatment law in a Southwestern state, known as Laura’s Law, has not been studied. Wildfire management in California is an expensive program totaling over $3 billion in 2020, where the state provides two-thirds of the budget from the general fund (Peters et al., 2020). California has consistently used the state military to assist in wildland fire mitigation efforts; however, for the first time it has created a year-round team to reduce fuels to clean up the state’s forests. Further analysis would determine if Task Force Rattlesnake is an effective use of the state’s budget for wildfire mitigation.

College undergraduates often face the question of whether their major and related job force have high unemployment rates. The perceived high unemployment rates of certain majors due to circulating misinformation presents a need for comprehensive research on college majors and their associated unemployment rate. This paper dives into a ten year trend of unemployment rates by college major, and state to state variabilities of majors and their rates.

Tax Evasion And Illicit Cigarettes In California: Prevalence And Demand-Side Correlates, James Prieger

Unlike some areas of crime, participation in illicit tobacco markets is not rare and spans most sociodemographic groups. Measurement of the scale of illicit trade in cigarettes usually are for markets with recently increased (or continually increasing) excise taxes. This study examines survey data from adult cigarette smokers in California at a time when prices and taxes had been fairly stable for many years. Even with no recent price shocks in the market, the results indicate that one-third of cigarette packs may lack a valid tax stamp and that between 18% to 25% of smokers avoided taxes by bringing cigarettes …

Prisoners sentenced to a life term in California’s state prisons are being found suitable for parole at record-high rates. Although macro-level policy guides California’s prisoner rehabilitation process, a specific policy does not exist to guide the rehabilitation of the lifer population. Research shows a compelling relationship between public safety resulting from reduced recidivism and an inmate’s participation in rehabilitative programming during incarceration. There is a gap in the literature about ex-lifers and their ability to achieve sustainable social reintegration upon release from incarceration. In 2018, the California legislature passed S.B. 1437 to narrow California’s felony murder rule and theoretically apply the rule only to those with the greatest culpability in a murder. However, whether intentionally or negligently, the law leaves room to disproportionally and unjustly affect adolescents by charging those with “reckless indifference” with first-degree murder. Imbedded in psychology and neuroscience research is the conclusion that adolescent brain structure and function are still rapidly developing. As a result, adolescents are less able to weigh the risks of their actions, resist peer pressure, regulate their emotions, and control their impulses. Therefore, this Note argues …

It favors the rich over the poor, it packs jails to the breaking point, and it forces those who have yet to be found guilty to sit in jail—often for weeks or months at a time. This project analyzes the navigation of social experiences of Undocumented and Queer individuals amidst broad anti-queer and anti-immigration sentiment prevalent throughout American society. To achieve this goal, this project seeks to resolve three questions. First, what are the social services that Undocuqueer and Undocumented adults need? Second, are their needs fundamentally distinct? Finally, to what extent have they been able to access those services? In an effort to save the death penalty, the voters of California enacted Proposition 66, which promised to deliver a quicker and more cost-effective system. This Article focuses on the provision of Prop. 66 that expands the number of lawyers who can act as defense lawyers for inmates on death row. Cannabis has a long history in the United States. Originally, doctors and pharmacists used cannabis for a variety of purposes. After the Mexican Revolution led to widespread migration from Mexico to the United States, many Americans responded by associating this influx of foreigners with the use of cannabis, and thereby racializing and stigmatizing the drug. After the collapse of prohibition, the federal government repurposed its enormous enforcement bureaucracy to address the perceived problem of cannabis, despite the opposition of the American Medical Association to this new prohibition. Rural America faces an increasingly dire access to justice crisis, which serves to exacerbate the already disproportionate share of social problems afflicting rural areas. One critical aspect of that crisis is the dearth of information and research regarding the extent of the problem and its impacts.
