Connecting The Dots: Immigration Policy And Access To Higher Education For Refugees In France, Isabella Amaro Varas

CISLA Senior Integrative Projects

Since 2016, the increasing number of refugees in Europe accelerated the development of national and regional policies to determine their rights and access to resources. Against this backdrop, the strong politicization of migration, and the recent financial crises, refugees' access to welfare has “become a key area of concern across European democracies” (Lafleur et al. 2020). Considering public education programs as a pillar of social policy agendas in this region, this study examines French policy in order to answer the following questions: How do French immigration and education policies converge to determine refugees’ access to higher education in France? What …

End Crime With Harm? Castration For Sexual Offenders In Hong Kong, Max Hua Chen Dec 2022

End Crime With Harm? Castration For Sexual Offenders In Hong Kong, Max Hua Chen

San Diego International Law Journal

The issue of post-conviction treatment of sex offenders has been the subject of debate and changes to State legislation, particularly in respect of paedophile offences. One such treatment method is through chemical or physical castration on either a mandatory or a voluntary basis. In this regard, some States have implemented these measures for certain paedophile offences. Hong Kong (HK) has no such laws in place. Researchers such as William Winslade and his colleagues highlighted that whilst paedophilia may not be a stringently defined condition, it is one which involves a “reinforcing [pattern] of sexual behaviors,” with the result that sexual …

A Path Forward To #Niunamenos Based On An Intersectional Analysis Of Laws Criminalizing Femicide/Feminicide In Latin America, Melissa Padilla Dec 2022

A Path Forward To #Niunamenos Based On An Intersectional Analysis Of Laws Criminalizing Femicide/Feminicide In Latin America, Melissa Padilla

San Diego International Law Journal

Since 2007, eighteen Latin American countries have enacted laws that criminalize femicide/‌feminicide in an effort to address gender-based murders in the region and to uphold their obligations under international human rights law. However, the COVID-19 pandemic and its systemic lingering effects exacerbated the existent dangerous levels of gender-based violence in the region, resulting in an increase in gender-based murders. To address these murders, between 2020 and 2021, a quarter of the eighteen Latin American countries that criminalized femicide/‌feminicide have implemented or are in the process of implementing reforms to their laws criminalizing femicide/‌feminicide. Given this new trend to address the …

Deportations For Drug Convictions In The United States And The European Union: Creating A More Compassionate Approach Toward Drug Convictions In The Immigration Law, Megan Smith Dec 2022

Deportations For Drug Convictions In The United States And The European Union: Creating A More Compassionate Approach Toward Drug Convictions In The Immigration Law, Megan Smith

San Diego International Law Journal

This Comment begins by examining and comparing the legal framework for deportation and other immigration consequences for convictions of drug offenses in the United States, the European Union, and the United Kingdom. This Comment then looks at the harsh effects of current immigration policy on individuals and marginalized communities. Finally, this Comment argues that immigration law should be reformed to adopt a more humanitarian approach toward non-citizens convicted of drug offenses. Deportation and other harsh immigration consequences for drug offenses levy disproportionately severe punishments toward vulnerable minority immigrant communities, exposing them to consequences much harsher than non-immigrants would face for …

Let Them Be Little: A Transcendental Phenomenological Study Of The Experiences Of Kindergarten Teachers During An Era Of Educational Reform, Rachel Denise Whites Dec 2022

Let Them Be Little: A Transcendental Phenomenological Study Of The Experiences Of Kindergarten Teachers During An Era Of Educational Reform, Rachel Denise Whites

Doctoral Dissertations and Projects

The purpose of this transcendental phenomenological study was to understand the lived experiences and perceptions of kindergarten teachers who taught through an era of federally mandated, standards-based educational reforms. This study was guided by two theories as each contributes to an explanation as to how educational reform has strayed far from the central purpose for kindergartens. Piaget’s theory of cognitive development sought to explain how a child constructs a mental model of the world and postulated that there are four distinct stages of human development from birth to adulthood. Vygotsky’s sociocultural theory stated that children learn through play and the …

The United States Military’S Role In Maintaining National Security During The Height Of The “War On Drugs”, Sara Terrien

Washington Semester Program

This paper will seek to answer the question: What understanding of national security justified the use of the United States military in the “War on Drugs,” launched by the Reagan administration in 1982? A secondary question that this paper will investigate is whether the definition of “national security” that was used contributed to the protection of American lives and interests. The approach that this paper will take is that the understanding of national security as “defense of the homeland” justified the use of the United States military in the “War on Drugs.” Moreover, the involvement of the United States military …

An Updated Look At Mental Health Services In American Public And Private Prisons, Lieren E. Tyira Dec 2022

An Updated Look At Mental Health Services In American Public And Private Prisons, Lieren E. Tyira

Student Theses

People residing in American prisons have the legal right to mental health care while incarcerated (Justia, 2021). This is important, as the prevalence of mental disorders is high in this population (Prins, 2014), and incarceration is a psychologically damaging experience, which hinders a person’s success at rehabilitation. Numerous of issues related to the mental health services (MHSs) in both public and private prison facilities have been reported in recent years, which warrants systematic exploration. The little existing research comparing the presence of MHSs in these facilities has produced mixed results, it uses out-of-date datasets, and none has explored MHSs in …

Future Climate Rhetorics Of Belize: A Counter-Apocalyptic Inquiry Into Belize’S Possible, Probable, And Preferable Futures, André Habet

Dissertations - ALL

This dissertation investigates future climate rhetorics of Belize through a variety of methods in order to mediate the various conceptions of the future professed in climate policy, experiential phenomenology, and acoustic ecologies of agroecology. Chapter one considers the values embedded in climate change policy documents, specifically the Nation Communications documents composed by Belize’s various ministries since the country signed to the Paris Agreement in 2016. Using the People’s Agreement of Cochamba as an alternative lens, the chapter explores how people-centered, as opposed to market-centered, attunements informing climate policy can potentially lead to a more just, equitable future that does not …

Misinformation, Fact Checking, And Immigration Voting Preferences, Katherine Van Shaar

All Graduate Plan B and other Reports, Spring 1920 to Spring 2023

Although misinformation is rampant in social media and society, there is not an extensive literature exploring the impact of misinformation and fact checks on people’s political preferences relating to immigration policies in the US. The purpose of this study is to examine the impacts of misinformation and fact-checking on people’s policy preferences about immigration. Using an experimental survey and a between-subject approach, we observe how anti-immigration politician’s statements (ranging from false to partially true) impact participants’ perceptions of hot-topic immigration issues with and without fact checks. We also study the correlation between people’s political affiliation and the impact of politicians’ …

Using Foundation Capital For Good: Opportunities In The Balance Sheet, John Sherman, Veronica Olazabal

The Foundation Review

Foundations increasingly use their full balance sheets to unlock more of their capital for good. They look beyond conventional grantmaking to pursue their charitable purposes in many ways that exemplify innovative, full-balance sheet approaches: investing in nonprofit and for-profit companies that offer clear social and financial returns; investing their corpus in companies whose products and services align with their missions; using social bonds to inject new resources into their programs; offering guarantees to help grantees manage risk; and avoiding companies whose practices run counter to their grantees’ efforts.

This article looks at the structures, pathways, and tools for foundations wanting …

Nursing Abroad: A Comparison Of Healthcare In Italy, Sweden, And The Us, Sadie Stark

The Eleanor Mann School of Nursing Undergraduate Honors Theses

No healthcare system is perfect, nor does one system work for all populations. History and culture have dictated the mindset of people for generations. It is the ever-changing mindset of patients and providers that will continue to expand and improve international healthcare by first changing daily practices. Nursing in Italy, Sweden, and the United States look very similar but also have a number of differences. Evidence-Based Best Practice For Nursing Skills Competency Assessment: A Policy Development Project For Standard Work Utilizing The Donna Wright Competency Model, Iselda Gentry

Student Scholarly Projects

Practice Problem: Traditional nursing competency assessments use a process-focused approach determined by leaders. A checklist methodology for conducting nursing competencies does not empower nurses to create their own learning experiences.

PICOT: The PICOT question that guided this project was: In an acute care setting (P), how does the development of an evidence-informed policy for competency assessment utilizing the Donna Wright Competency model (I) compared to current competency assessment practices (C), improve the guidance for nurse educators in the development of standard work and communications regarding competency assessment (O)?

Evidence: Studies using the DW Competency Assessment Model have shown that this …

NOAA Technical Reports and Related Materials

Spanish-speaking populations in the United States are more vulnerable in disaster contexts due to inequities, such as language barriers, that prevent them from receiving life-saving information. For the past couple of decades, governmental organizations have addressed these issues by translating weather watches, warnings, and advisories into Spanish. Previous studies suggest that these Spanish translations do not communicate the same level of urgency as their English counterparts. To identify whether these translated products result in inequities between English and Spanish speaker reception and comprehension of forecast information, we asked a representative sample of U.S. English (n = 1,550) and Spanish (n …
