The Visiting Nurse Association & Hospice provides health care in an ethically responsible, affordable, caring, and professional manner. The department of Community Services, focuses on providing traveling clinics to maintain a community healthy. School Based Flu Clinics were implemented under the Community Services department. These clinics address the excessive number of Monterey County residents becoming ill from influenza (flu) each flu season. The project was an event that immunized the community as well as provided education, about the importance of the flu shot. BACKGROUND: In muscular dystrophy and old age, skeletal muscle repair is compromised leading to fibrosis and fatty tissue accumulation. Therefore, therapies that protect skeletal muscle or enhance repair would be valuable medical treatments. Hypoxia-inducible factors (HIFs) regulate gene transcription under conditions of low oxygen, and HIF target genes EPO and VEGF have been associated with muscle protection and repair. We tested the importance of HIF activation following skeletal muscle injury, in both a murine model and human volunteers, using prolyl hydroxylase inhibitors that stabilize and activate HIF.

This paper examines existing and future direct current (DC) distribution systems with a wide range of applications in data centers, telecommunication systems, commercial buildings, residential homes, electric vehicles, spacecraft, and aircrafts. DC distribution systems have many advantages and disadvantages over their alternating current (AC) counterparts. There are a few surviving examples of DC distribution systems; among them are the telecommunication systems and data centers that use the low-voltage 48 Vdc systems. Fire Protection Engineering: Culminating Experience Project Reports

This report examines the fire protection and life safety features of a new, 3-story plus basement, hotel on California’s Central Coast. These features are examined from both a prescriptive, code-driven perspective, as well as from a performance-based design point of view.

The prescriptive analysis includes exit configuration and capacity, the NFPA 13 sprinkler system, the NFPA 72 fire alarm system, and the building construction types. All were found to be acceptable when compared against the applicable codes the building is subject to, with the exception of some of the load- bearing exterior walls.

Fourth Amendment doctrine is attentive to a wide range of interests, including security, informational privacy, and dignity. How should courts reconcile these competing concerns when deciding which searches and seizures are “unreasonable”? Current doctrine typically answers this question by pointing to interest aggregation: the various interests at stake are added up, placed on figurative scales, and compared, with the goal of promoting overall social welfare. But interest aggregation is disconnected from many settled doctrinal rules and leads to results that are unfair for individuals. Persons detained for reasons related to an armed conflict are in a vulnerable position. Deprived of their liberty, they are at the mercy of their captors. Certain groups of detainees are particularly vulnerable. Additionally, the way in which non-international armed conflicts are fought can make it difficult for some parties to the conflict to comply with the rules benefiting particularly vulnerable detainees. The Nooksack Indian Tribe reservation is located at the foot of the North Cascades Mountains, approximately 13 miles east of Bellingham, WA and the Salish Sea. The Tribe relies on a harvestable surplus of Pacific salmon in the Nooksack River for cultural, subsistence, and commercial purposes. Today, Pacific salmon runs are less than 10 percent of the runs in the late 1800’s. Using Environmental Protection Agency National Estuary Program funding through the Watershed Lead Organization, the initiative solicited grant proposals from local organizations to develop reach-scale plans for river reaches that provide the strategic basis for a subsequent phase of implementation funding to acquire riparian zones from willing landowners either through conservation easement or fee-simple purchase. Dating violence is prevalent among college students. While past studies have used multiple theories to explain risks for dating violence perpetration and victimization, the literature on dating violence remains disjointed, using only one or two theoretical perspectives in their models of dating violence. In this study, I examine dating violence perpetration and victimization from four key theoretical perspectives: the background-situational model of dating violence, social learning theory, attachment theory, and the antisocial orientation perspective. Analyses demonstrated that elements of all four theoretical perspectives were associated with dating violence perpetration and victimization. On October 13, 2016, former Israeli Minister of Defense, Ehud Barak, was granted immunity and dismissed from a civil action alleging he violated the Torture Victim Protection Act of 1991 (TVPA) by authorizing the torture and extrajudicial killing of an American citizen. Both the government of Israel and the United States Department of State called on the court to grant federal common law foreign official immunity by arguing that Barak was protected from suit because he acted “in his official capacity.” The TVPA, however, permits legal action against foreign defendants who have acted in such a capacity—namely, “under actual or …

Prior to the enactment of the Patient Protection and Affordable Care Act (ACA), state legislatures routinely passed laws requiring health insurance carriers to cover certain health care services or providers. At the behest of the insurance industry, Congress attempted to use the health reform law as a vehicle to reign in state-specific “mandated benefit” laws. That being said, the ACA does not prevent states from enacting mandated benefit laws; in fact, the statute expressly permits states to enact such laws. The cuticular wax layer covers the aerial surface of plants and acts as a barrier between plants and the environment. The cuticle plays a key role in the protection of plants from pathogens, UV light, and transpiration. Variation in the wax quality and quantity is influenced by factors like the solvent used for extraction, species, ontogeny, and season. The FDA’s regulatory framework for pharmaceuticals uses a “floor/ceiling” model: administrative rules set a “floor” of minimum safety, while state tort liability sets a “ceiling” of maximum protection. This model emphasizes premarket scrutiny but largely relies on the state common law “ceiling” to police the postapproval drug market. As the Supreme Court increasingly holds state tort law preempted by federal administrative standards, the FDA’s framework becomes increasingly imbalanced. In the face of a historic prescription medication overdose crisis, the Opioid Epidemic, this imbalance allows the pharmaceutical industry to avoid internalizing the public health costs of their opioid products. Despite the clear legal foundation of refugee freedom of movement at international law, states are also committed to the deterrence of human smuggling and trafficking, to the maintenance of effective general border controls, to safeguarding the critical interests of receiving communities, and to effectuating safe and dignified repatriation when refugee status comes to an end. Legal obligations to respect refugee freedom of movement therefore co-exist with, and must be reconciled to, other important commitments.

This background study focuses on the right to freedom of movement of refugees. It reviews the law pertaining to this freedom from the perspective of the spatial journey of refugees. This focus on the law means that extralegal considerations will not be taken into consideration. The analysis will not proceed from any perceived need for limits that should be accepted as “a product of realism about the strains that migration, especially high-volume migration or sudden influxes, can bring to a society.”
