Leaders can use principles practiced in business to transform academic libraries into cultures of innovation. In a culture of innovation, employees are engaged in their work and excited about the possibilities of it. Leaders help cultivate creativity by promoting growth mind-sets, rewarding experimentation, and practicing discovery skills. Importantly, library leaders in cultures of innovation hone persuasive abilities to create buy-in for implementing innovations in order to serve users more effectively with dynamic solutions to persistent problems.

As Jerry Reichman once observed, intellectual property rights were islands in a sea of the public domain until domestic laws expanded to include such “innovations” as business methods, software, scents, and sounds and turned the public domain into a pond surrounded by a continent of rights. The importance of innovation to the success of entrepreneurial firms has been well established in prior work. Yet, important gaps still remain. I draw from the innovation literature, the resource-based view, and institutional theory in order to address how entrepreneurial firms are able to find success through innovation in competitive environments. Specifically, following Penrose’s (1959) approach to the resource-based view, I argue that two resource categories, creativity-related resources and management-related resources, form antecedent conditions for innovative outcomes. Cross-Country Evidence On The Preliminary Effects Of Patent Box Regimes On Patent Activity And Ownership, Sebastien J. Bradley, Estelle Dauchy, Leslie Robinson

This paper evaluates the initial impacts of patent box regimes in light of their primary stated objectives: stimulating domestic innovation and retaining mobile patent income to limit base erosion. Despite their lack of nexus requirements, we find that patent box regimes yield a 3 percent increase in new patent applications for every percentage point reduction in the tax rate on patent income. We find no significant impact of these regimes on deterring outward cross-border attribution of patent ownership, or on attracting ownership of foreign inventions. Increased patenting activity hence appears focused on inventions involving co-located (domestic) patent owners and inventors.

Although the consensus seems to be that high-school-level introductory engineering courses should focus on design, this creates a problem for teacher training. Traditionally, math and science teachers are trained to teach and assess factual knowledge and closed-ended problemsolving techniques specific to a particular discipline, which is unsuited for teaching design skills for open-ended problems that may involve multiple engineering disciplines. Instead, engineering teacher training should use the more fluid framework of adaptive expertise which values the ability to apply knowledge in innovative ways as well as recall facts and solve problems using conventional techniques. This essay reviews Orly Lobel's article The New Cognitive Property: Human Capital Law and the Reach of Intellectual Property. It commends Professor Lobel for outlining the contours of the “new” field of human capital law, and for emphasizing the potential consequences of the growing enclosure of cognitive capacities in contemporary markets. From this starting point the essay makes two modest suggestions for researchers. First, it suggests that those building on Lobel’s work consider more contextual description and evaluation of human and intellectual capital production systems. The mix of debt and equity in a firm’s capital structure has been associated with varied strategic actions, such as diversification and innovation. Different forms of debt and equity have been associated with particular types of strategic actions. Although there are clear differences between debt and equity, I argue there are also similarities across the two forms of capital. I develop a theoretical framework to categorize both debt and equity along the dimensions of time horizon and risk tolerance, so as to categorize the providers of capital as Transient Equity, Dedicated Equity, Transactional Debt, and Relational Debt. Few pre-service teacher education programs have integrated virtual worlds despite their capacity to provide a platform upon which new forms of teaching and learning can be explored. This research identified factors that influence the level of readiness of pre-service teacher educators and students to introduce, develop and support innovative teaching-learning processes using Virtual Worlds. Over three years Second Life and Sim-on-a-Stick were introduced in a School of Education and the perceptions, experiences, motivations and barriers of the participants were documented. A model was developed to assist pre-service teacher educators in the integration of virtual worlds in higher education.

This paper aims to examine the performance measurement using the CSR Balanced Scorecard system in SMEs firms in Malaysia. It investigates the relationships of the four perspectives of CSR Balanced Scorecard system toward performance measurement. The purpose of this paper is to investigate whether or not the improvement of the non-financial CSR measures will lead to the improvement of performance measures. To test these relationships, data were collected using the four perspectives approach introduced by Utting (2007). This article tells the story of a placed-based initiative to develop well-being and wealth in the historically underserved Diamond Neighborhood in San Diego, and discusses the place-based philosophy of the Jacobs Center for Neighborhood Innovation and the foundation’s motivation for place-based work.

Its theory of change is presented through examples, along with the entry points the foundation chose for engagement and how it developed community capacity to engage effectively in this change work.

The article also discusses plans to transition ownership to the Diamond Neighborhood community when the foundation sunsets in 2030.

In his recent article Competitive Patent Law, Professor William Hubbard makes a valuable contribution regarding an underexplored aspect of patent law’s ability to encourage innovation — namely, “whether U.S. patent law can be tailored to provide U.S. innovators with enhanced incentives to invent” compared to foreign rivals, and thus by extension make American firms more competitive in the global marketplace. This brief response addresses three aspects of Professor Hubbard’s thoughtful and well-written article.
