Currently in Santander, Colombia, a contentious debate over the demarcation of a protective boundary of the Santurbán Páramo is underway. For the approximately 9000 páramo residents, the collateral effects of the outcome could result in dispossession of lands and livelihoods. This paper will argue that status quo Colombian territorial zoning, at the service of Canadian mining interests cast domestically as the principal 'locomotora' (driving force) of national development, allows different expressions of state and civil society actors to either bypass or use environmental protections as means of personal gain and/or capitalist expansion. Regulating Farming: Balancing Food Safety And Environmental Protection In A Cooperative Governance Regime, Margot J. Pollans

After providing a brief overview of regulation in each area, Part I of this Article identifies three types of discordance between produce safety and environmental protection on farms. First, because of limited resources, farmers will have to choose between implementing food safety practices and implementing environmental practices. Second, indirect trade-offs between the two regulatory goals result in damaging collateral consequences for the environment. Food safety regulation may exacerbate a range of existing environmental harms. Sustainable development (or sustainability) is a decision-making framework for maintaining and achieving human well-being, both in the present and into the future. The framework requires both consideration and achievement of environmental protection, social justice and economic development. In that framework, environmental protection must be integrated into decisions about social and economic development, and social justice and economic viability must be integrated into decisions about environmental quality.
