After the War of 1812, the maritime industry began to decline and merchants and mariners began serving as privateers for Latin American colonies ceding from Spain. This paper examines the Supreme Court decision in an action filed on behalf of the Spanish government seeking restitution for cargo seized from a Spanish vessel, the Santissima Trinidad, on the high seas by the Independencia Del Sud, a public vessel of Buenos Ayres. The Court holds that jurisdiction exists for neutrality violations as the goods were landed at Norfolk, Virginia and the public vessel had an illegal augmentation of force in a U.S. …

In 2006, government officials in Baltimore announced plans to double the city’s tree canopy over the next thirty years. While the effort has already produced positive results, many parts of the city still lack trees. In this paper we consider whether two neighborhoods in East Baltimore – Berea and Madison-Eastend – are suitable locations for tree planting. We begin by calculating how much plantable space exists in each neighborhood. We then use interview data to cast light on how residents value the urban forest and whether or not they would support efforts to increase tree canopy in East Baltimore. The …

Many older cities in the United States confront the problem of long-term declines in population and economic activity in certain neighborhoods have resulted in blighted conditions that make conventional revitalization initiatives based on increased residential and commercial development unlikely to succeed. Planning scholars have developed a theory of smart shrinkage in which emphasis is placed on non-residential land uses that can maintain and improve quality of life while positioning some land for future growth-oriented activities (Hollander and Németh 2011). Though Baltimore and Maryland were preserved for the Union, it was a victory won at gunpoint. Historian Harry Ezratty describes one occasion when Governor Dix, Butler’s successor in the Middle Department, demonstrated “a genuine display of gentlemanly tactfulness” and Victorian cunning when he invited overly influential local ladies to discuss matters of the occupation. According to his memoirs, he then pointed to a gun stationed at Fort McHenry and diplomatically asked his guests where it was directed. Historians can better understand the path that urban reform took at the end of the nineteenth by focusing on the social networks that participated in many different reform efforts. Purpose

This study examines the density of polluting industry by neighborhoods in Baltimore over the long term, from 1950 to 2010, to determine if high pollution burdens correspond spatially with expected demographic and housing variables predicted in the environmental justice literature. For 1960–1980 we use data on heavy industry from Dun and Bradstreet directories and for 1990–2010 the US EPA’s Toxics Release Inventory to calculate a Hazards Density Index. Drawing on the decennial censuses for 1960–2010, we populate census tracts from corresponding years with data on race, ethnicity, educational attainment, income, and housing tenure.

This essay explores the concept of revenge and whether or not seeking it out is ever legitimately justified. Using an example from HBO’s critically acclaimed television drama, The Wire, specific focus is placed on fan favorite character, Omar Little’s, violent search for vengeance following the season one murder of his boyfriend, Brandon. Some points considered are what consequences Brandon’s killers would have faced for their crimes if Omar hadn’t sought punishment on his own initiative, what the collateral damage is of such focused anger, and the impact of environment on what kind of retribution is desired.

The development of the Horseshoe Casino in Baltimore, MD has created its fair share of contention and controversy for local residents. The typical residential concerns surrounding casino development- disparate impacts on surrounding businesses, employment concerns, and economic impact-are not raising eyebrows in the Baltimore area; rather, residents are concerned about the environmental impacts of the casino construction and development project. Several lawsuits have been filed attempting to halt casino construction due to the chemical contaminants that are seeping into the soil and into the bay through storm drains. Maryland Insurance Company v. Woods, 10 U.S. 29 (1810). In 1803, Britain utilized France’s interference in the Civil Swiss Strife as a pretext to continue its occupancy of Malta, effectively ending the short-lived Treaty of Amiens. As the most impressive Naval Power in the world, Britain proceeded to blockade French, Spanish, and Dutch ports. In 1805, Williams Woods purchased two insurance policies from The Maryland Insurance Company, a successful and lucrative Baltimore marine insurance institution. The case of The Arrogante Barcelones involved a complicated story of facts, due in part to the cunningness of one of the main players, Joseph Almeida. Almeida’s maneuvers make sense when viewed through the lens of nineteenth century Baltimore, the War of 1812, and U.S. citizens’ involvement in South American privateering. At first glance, this case seems to hinge on issues regarding the validity of Almeida’s commission, the authority of the condemnation, and the sufficiency of the documentation produced to prove it. However, the United States Supreme Court ultimately avoids untangling those maritime issues and instead bases its opinion in …

Manro V. Almeida: Piracy, Maritime Torts, And Attachment In Rem, Stephanie Owen

In 1820, Captain Joseph Almeida, on the Bolivar and under South American colors, pursued and captured the Spanish ship Santiago off the coast of the Chesapeake Bay. On board was $5000 in specie owned by a small group of Baltimore merchants. The Baltimore merchants brought a libel against Captain Almeida and requested an attachment in rem to force Captain Almeida to answer for the maritime tort. Although the attachment initially issued, the lower court restored Captain Almeida’s goods. In 1825, the United States Supreme Court ruled that attachment in rem was a proper remedy for a maritime tort.
