A recurrent response to the development of increasingly autonomous weapons systems involves questions of accountability for serious violations of the law of armed conflict. Opinion is divided across a spectrum ranging from claims of an accountability vacuum and consequent calls for a complete ban to assertions that the weapons will present no new challenges and that the existing legal framework is capable of adaptation to emerging technologies. Effective workplace violence (WPV) prevention programs are essential, yet challenging to implement in healthcare. The aim of this study was to identify major barriers to implementation of effective violence prevention programs. After reviewing the related literature, the authors describe their research methods and analysis and report the following seven themes as major barriers to effective implementation of workplace violence programs: a lack of action despite reporting; varying perceptions of violence; bullying; profit-driven management models; lack of management accountability; a focus on customer service; and weak social service and law enforcement approaches to mentally ill patients. In the era of accountability in our nation‘s public schools, high-stakes standardized testing is the primary methodology for determining academic achievement; results from end-of-grade standardized testing are published annually in state and national report cards that are used as an instrument for determining school and teacher quality. The purpose of this study was to describe and explain the perspectives and beliefs that practitioners have about prekindergarten in a Voluntary Prekindergarten program unable to meet minimal accountability requirements. The exploratory questions included: What are the beliefs and perceptions about effective and appropriate early childhood education among practitioners in a Voluntary Prekindergarten program on probation? In 2008, due to increasing stakeholder dissatisfaction with assessment results and school report cards, South Carolina revised its 1998 Educational Accountability Act and required public engagement with stakeholders including parents/guardians, educators, business and community leaders, and taxpayers. The legislation created partnerships between SC‟s Education Oversight Committee (EOC) and Clemson University. The project also brought together within the university the fields of Applied Sociology, Computer Science, and Educational Leadership. The project involved mixed methods using phone/web surveys with focus groups eliciting perceptions from key stakeholders and under-represented voices in the surveys.

The authors of the feature article provide a sound analysis of the shortcomings of the new teacher training model in preparing professional teachers rather than technicians, in getting them ready to teach in varied environments, and in helping teachers and students develop their skills of participation in a democratic society. In this response I outline an additional key issue related to apprenticeship-based teacher training models of the type that Match and Relay represent, namely, the matter of accountability.

What They Left Behind: A Case Study Of Teachers' Experiences With School Improvement At Evergreen Elementary School, Amy Orange

The Qualitative Report

With the enactment of the No Child Left Behind Act, an unprecedented amount of pressure has been placed upon schools to increase student achievement. During the 2009-2010 school year, Evergreen Elementary School was in Year Four of school improvement for failing to make Annual Yearly Progress (AYP) in both reading and math. Drawing on observational and interview data from upper elementary school teachers, this paper will explore how striving to make AYP impacted teachers including increased workloads and stress, and how these factors led to teachers leaving the school, with a focus on a single teacher’s experiences.

Accountability is documented as one of the two major forces for engaging in assessment (Ewell, 2002, 2009; Keeling, 2006; Keeling et al., 2008; Love & Estanek, 2004; Terenzini, 1989). Due in part to neoliberalism's influence on education assessment rhetoric and discourse, accountability dominates how assessment is understood and practiced. The dominance of the accountability rhetoric effects how student affairs educators perceive and value assessment. In July 2013, the United Nations Commission on International Trade Law (UNCITRAL) adopted a package of rules aiming to ensure transparency in investor-State arbitration (the “Rules on Transparency”), ratifying the work done by delegations to UNCITRAL – comprised of 55 Member States, additional observer States and observer organizations – over the course of nearly three years of negotiations.

Six years after the anti-Christian communal violence of 2008 in Kandamal district of Odisha state in India, justice and peace remain illusive to survivors of the violence. The book ‘Breaking the Shackled Silence’ documents and analyses the violence and its aftermath as seen and experienced by women. It examines the present status of women and girls affected by the violence, vis-à-vis their enjoyment of Constitutionally-guaranteed civil, political, social, economic and cultural rights. Drawn from conversations held with over 300 women and girls from Kandhamal and beyond, this report accentuates the hitherto unheard voices of women from Kandhamal.

A general education initiative supported by IDEA (2004), Response to Intervention (RtI) holds promise for improving the academic achievement of at-risk students through evidence-based instruction and data driven decision making (DDDM). However, most of the research on RtI has been conducted within elementary settings. Thus, this study examined high school teachers’ perceptions of DDDM for improving academic performance of at-risk high school youth within an RtI framework. This study examines whether the implementation of the 2003 Australian Securities Exchange Limited governance recommendations influenced the governance choices of small companies and whether compliance improves their accounting and market performance and earnings quality. Our analysis examines small and large companies because we are interested in the different effects of the governance recommendations on the two groups. The analysis shows a significant shift by small and large companies to comply with the recommendations around the time of their introduction. We find that formation of an audit committee surrounding the reform period is significantly associated with improved earnings quality for small …

This study aims to examine the determinants of budgetary slack on NGOs. Tests performed by using Structural Equation Modeling (SEM). This study found evidence that factors budgetary participation, accountability demands, information asymmetry, and the behavior of individual NGOs affect budgetary slack. Also found a correlation between budgetary participation, accountability demands, information asymmetry and the behavior of individual NGOs. This study uses a survey with 210 respondents of the unit of analysis is the individual directors and managers of NGOs.

This paper argues that business school scholarship can be seen as the example par excellence of what we are calling extreme neo-liberalism. By extreme neo-liberalism we mean the coexistence in the same sphere of extreme externalization of costs and extreme regulation of the sources of value. We argue that this condition is most obvious in the research audits conducted in Britain, and spreading globally, audits that record both the extreme externalization in business scholarship of all the sources of the wealth expropriated by business, and at the same time, regulate the very labour that produces this extreme self-regulation. However, the migration of public decision-making responsibility away from elected representatives and toward new governance models may alter accountability relationships. We describe the results of a study designed to assess knowledge, perceptions, and attitudes towards evidence-based and other prevention programs among county Extension educators. We examined differences across educators from Family and Consumer Sciences (FCS) and 4-H Youth Development. Analyses based on a multi-state sample of educators revealed significant differences such that, compared to their 4-H counterparts, FCS educators were more knowledgeable of evidence-based programs and had more favorable perceptions and attitudes towards evidence-based and other pre-packaged prevention programs. These findings suggest that Extension administrators should work to encourage the use of evidence-based and other prevention programs, particularly within 4-H.

This dissertation examines the impact of Georgia’s accountability system on both school and student performance. We focus on two components within Georgia’s accountability system – the sanctioning of failing schools and binding subgroup requirements. Schools within Georgia become subject to sanctions upon two consecutive years of failing to show Adequate Yearly Progress (AYP). The subgroup binding requirements, introduced by the No Child Left Behind (NCLB) Act, hold schools independently responsible for the performance of given subgroups contingent upon enrollment.

To ensure program quality and meet accountability mandates, it is becoming increasingly important for educational institutions to show “value-added” for attending students. Value-added is often evidenced by some form of pre-post assessment, where a change in scores on a construct of interest is considered indicative of student growth. Although missing data is a common problem for these pre-post designs, missingness is rarely addressed and cases with missing data are often listwise deleted.
