Divided We Stand: Defying Hegemony In Theory And Practice, Anne Gregory, Gregor Halff

The last decade has seen the world becoming increasingly complex. One way of dealing with complexity, according to Schwab (2010a), is to look for certainties or solutions that impose order by simplifying. The authors contend that this is also happening in public relations practice and the academy. They criticise attempts to produce global models which lead to hegemony and argue for maintaining a diversity that reflects reality. They take the cases of the UK and Singapore as respective exemplars where hegemony has succeeded and where it needs to be resisted. They call for a professional and epistemological stand against hegemony.

This paper looks at the growing trend of calls for reform, under the guise of globalisation. Such calls are/have been made by the current Australian Federal Government (AFG) in their national policy setting role. What is relevant to this paper is the AFG’s involvement in accounting standard setting, and their push for International Harmonisation (IH) of Australian Accounting Standards (AAS), through full adoption of international accounting standards set by an international standard setting body. This article deals with the current debate on the use of English as the only medium of instruction in contexts where it is a second or foreign language. More specifically, it investigates Rwandan students’ reflections on using English as the sole medium of instruction in their everyday higher education academic activities. The study is mainly based on individual interviews from students at a University in Rwanda, where the language in education policy has changed considerably over the last decade. FOCUS helps shape European security research to enable the EU to effectively respond to tomorrow's challenges stemming from the globalisation of risks, threats and vulnerabilities. FOCUS concentrates on alternative future EU roles to prevent or respond to incidents situated on the ‘borderline’ between the internal and external dimensions of the security affecting the Union and its citizens. It does so by elaborating multiple scenarios, based on IT-supported foresight, in the form of alternative futures. These are plausibility-probed versus mere threat scenarios.

Since independence in 1965, Singapore has grown rich by opening its borders and encouraging Multi-National Enterprises (MNEs) to call the small city state home. However, the Asian financial crisis (1997-08), which saw Singapore experience its first significant economic downturn in decades, led to a change in direction with economic public policy being directed towards achieving strategic diversification of the national economy.
