The Texture Of Local Disaster Response: Service Providers' Views Following Hurricane Katrina, John J. Green, Anna M. Kleiner, Jolynn P. Montgomery
Journal of Rural Social Sciences
Disasters highlight elements of community vulnerability and resiliency. Effective responses are organized and managed to provide goods and services to survivors while also being supportive of the organizations attempting to meet these needs. Collaboration among local service providers, such as nonprofit, faith-based, and governmental organizations, allows communities to build upon internal and external networks and resources to prepare for and respond to disasters. Using a livelihoods framework, we analyze 139 qualitative field interviews conducted in the Mississippi Gulf Coast and Southeast Louisiana, to learn from the experiences, needs, and recommendations of people working on the front lines of disaster in …

Collective Disaster Responses To Katrina And Rita: Exploring Therapeutic Community, Social Capital, And Social Control, Lee M. Miller
Journal of Rural Social Sciences
The goal of this paper is to explore the dynamics of one East Texas community’s responses to hurricanes Katrina and Rita. Literature on community response to disaster forms a basis for reflections on observed local response activities, including convergence behavior. In particular, the concept of social capital is compared to, and contrasted with, Barton’s model of therapeutic community. Social control is a relatively unexplored element of social capital, but one that helps us understand the development of normative frameworks, generalized trust, and the perceived legitimacy of institutions–important factors in effective community response to disasters. Some recent academic studies have argued, with few provisos, for abandonment of the rule traditional in both common- and civil-law jurisdictions barring the enforcement of foreign tax claims and judgments in the absence of a specific treaty engagement to the contrary. To equate public-law debts with private debts, and to make judgments for such debts enforceable across borders in the manner of the Uniform Foreign Money-Judgments Recognition Act, without addressing the special nature of tax claims and the way in which they may arise in bankruptcy, involuntary liquidation of assets, and arise in tandem and across borders, is bound to …

Prosecutors are obligated to fulfill responsibilities that stretch beyond the usual scope of duties retained by non-prosecuting attorneys. A broad generalization as to why such differences exist may be reasoned from the fact that a prosecutor is a government official, a position which necessarily carries a duty to “seek justice.” However, the differences may more specifically be categorized in four ways. First, because prosecutors are government officials, they are provided great access to government resources; second, prosecutors are subject to different legal obligations than any other type of attorney, such as being burdened by a reasonable doubt standard; third, the …

This study examined the perceptions of law enforcements officers employed by rural and small law enforcement agencies on the effectiveness of the use of distance education technology as a delivery system for training programs. Four research questions were designed to assess officers’ perceptions. This study used both quantitative and qualitative analysis of data to assess these questions. Quantitative data were collected through the use of a pretest and post-test, and a survey. Qualitative data were collected through observations of subjects’ interaction with the treatment, interviews with participants, reviews of survey comments, and analyses of budget documents. Due to societal and economic costs caused by compulsive consumption behavior, specifically problem drinking and overeating, a search has been launched for a cognitive explanation for the ‘deviant’ behaviors and the motivations that cause these behaviors to continue. This dissertation attempted to develop a better understanding of continued compulsive consumption behavior by investigating consumers’ use of the techniques of neutralization theory. Based on methodological concerns in neutralization research, the development of reliable and valid measures of the five techniques of neutralization theory were described and used to examine their moderation of compulsive consumption behavior and its relationship with social norm …

The New Orleans Police Department: Melding Police And Policy To Dramatically Reduce Crime In The City Of New Orleans, Kevin A. Unter

In 1996, the New Orleans Police Department implemented the COMSTAT management and accountability style of policing. Within three years of that implementation, murder was cut by over fifty percent and violent crime fell by nearly the same amount; overall crime was cut by over one-third compared to just three years ago. This dissertation seeks to explore the reasons crime declined so rapidly in New Orleans post-COMSTAT implementation, compared to crime in the rest of the country. Drawing on political and criminological theories of policing as well as sociological theories, variables unique to each set of theories were identified and tested …

Research on spouse abuse has received greater attention during the last 3 decades around the world. This research was conducted to investigate the selected correlates of alcohol use, drug use, and marital status and the effects they have on use of weapons and violent behavior. The secondary data used was from a study done in Chicago from 1995-1998, called the Chicago Community Crime Prevention and Intimate Violence Study. There were 210 domestic violence victims studied in one Chicago area. Each victim was asked a series of the same questions. It was found that 39.4% of the domestic violence cases involved …

In many cases of crimes involving a firearm, police investigators need to know how far the firearm was held from the victim when it was discharged. Knowing this distance, vital questions regarding the re-construction of the crime scene can be known. Often, the original firearm used in commission of a suspected crime is not available for testing or is damaged. Crime laboratories require the original firearm in order to conduct distance determination tests. However, no empirical research has ever been conducted to determine if same make and model firearms produce different results in distance determination testing. It was the purpose …
