Stomach samples or whole fish were obtained from a network of up to eight participating fisheries surveys in the Chesapeake Bay area. Field supplies and sample transport were provided by CTILS. Whole fish were processed for length, weight, and sex determination. Stomachs were removed and analyzed in the laboratory and prey types determined. In support of ecosystem-based fisheries management, estimates of locationspecific diet composition were produced for each species. Comparisons of dietary habits of each species among a range of habitats in the Bay and throughout various time frames were made.

The concept of a monitoring protocol for the environmentally sound management of federal offshore borrow areas along the U.S. east and Gulf of Mexico coasts is complex. In 2001 Research Planning, Inc. et al. developed such a protocol for the Minerals Management Service (MMS).

More normal riverflows and salinities returned in 2005 after two very wet years. Temperatures were somewhat colder than normal during the winter, and warmer during the summer. The physical environment was generally more favorable for parasite activity, and thus brought a slight increase in prevalence and intensity of the oyster diseases caused by Perkinsus marinus (Dermo) and Haplosporidium nelsoni (MSX). Among quarterly James River Survey sites, maximum annual P. marinus prevalences returned to levels typical of the mid- 1990s, before the years of drought. P. marinus prevalence reached 92% at Wreck Shoal, 56% at Point of Shoal, 68% at Horsehead …

This study examines collaboration constructs using Gray & Wood's framework of theoretical dimensions of collaboration and two conceptual models found in the literature in an effort to determine which constructs are present in the successful collaborative efforts of the Elizabeth River Project's Team Paradise as they developed the Paradise Creek Restoration Plan. The study used a mixed method approach involving both qualitative (interview and documents) and quantitative (survey) methods to gather data. Before the final shot of the Civil War rang out, the phrase "a rich man's war, poor man's fight" was well embedded in the psyche of Confederate citizens. Many historians credit such perceptions with ultimately condemning the Confederacy to failure. While numerous government policies seemed to emphasize a sense of protection toward the men of affluent Southern families, Confederate leaders disputed such claims. Concern about the decline in landings of American shad (Alosa sapidissima) along the Atlantic coast prompted the development of an interstate fisheries management plan (FMP) under the auspices of the Atlantic States Marine Fisheries Management Program (ASMFC 1999). Legislation enables imposition of federal sanctions on fishing in those states that fail to comply with the FMP. To be in compliance, coastal states are required to implement and maintain fishery-dependent and fishery-independent monitoring programs as specified by the FMP. In 2005, wild celery (Vallisneria americana) whole shoots, seeds and intact seed pods with seeds were transplanted into four sites in the Hopewell region of the tidal James River. The SAV transplants were sampled by the Virginia Institute of Marine Science (VIMS) for survivorship and growth at bi-weekly to monthly intervals throughout the growing season. Concurrently, water quality sampling was conducted at bi-weekly intervals throughout the year for water column nutrients, chlorophyll a, suspended solids, water transparency and other chemical and physical constituents important for SAV growth. Crucible of the Civil War offers an illuminating portrait of the state’s wartime economic, political, and social institutions. Weighing in on contentious issues within established scholarship while also breaking ground in areas long neglected by scholars, the contributors examine such concerns as the war’s effect on slavery in the state, the wartime intersection of race and religion, and the development of Confederate social networks. This thesis will provide a comprehensive analysis of the Virginia War Office during the American Revolution. A study of the War Office must start with its origin and, therefore, with the legislation that created it. This thesis will explore the reasons for the creation of the War Office and its legislative evolution into one of the most powerful agencies in the Commonwealth of Virginia. It will also discuss the War Office's legislative demise near the end of the war as the Virginia General Assembly began to shrink the government in cost-saving measures.

In 1922, the General Assembly of Virginia created a motion-picture censorship board to regulate out of popular culture images its cultural arbiters ruled detrimental to state officials' attempts to modernize and "clean up" the image of Virginia. On-screen depictions of women's sexuality repeatedly fell prey to the board's "protectionist" ideology, by which censors argued that their work "protected" society's most vulnerable citizens. In reality, such an ideology served as an extension of state power to keep subjective, realistic portrayals of these already marginalized citizens out of popular culture in order to justify their continued status as "second-class" citizens within the …

Recently uncovered data on teachers’ salaries in Virginia in 1906 allow for more precise and consistent estimations of marginal returns to certification and formal education than had been available in previous studies. Virginia's “separate but equal” educational system paid black teachers in rural counties lower wages than it paid white teachers and on average paid a lower premium to blacks for certification and formal education than it paid to whites. In incorporated cities, returns to certification and normal school education were about the same for black teachers and white teachers, although average salaries were lower for black teachers.

The data inventory developed for the Shoreline Situation Reports is based on a three-tiered shoreline assessment approach. In most cases this assessment characterizes conditions that can be observed from a small boat navigating along the shoreline. Hand-held GPS units are used to log features observed. The three tiered shoreline assessment approach divides the shorezone into three regions: 1) the immediate riparian zone, evaluated for land use; 2) the bank, evaluated for height, stability, cover and natural protection; and 3) the shoreline, describing the presence of shoreline structures for shore protection and recreational purposes. The General Assembly enacted legislation dealing with wills, trusts, and estates that added or amended a number of sections of the Virginia Code in its 2006 Session. In addition, there were six opinions from the Supreme Court of Virginia during the period covered by this review that presented issues of interest to the general practitioner as well as the specialist in wills, trusts, and estates. This article reports on all of these legislative and judicial developments.

Reassessing Charitable Immunity In Virginia, Carl W. Tobias

Although most states have legislatively or judicially abolished the once-prevalent doctrine of charitable immunity, the Supreme Court of Virginia and the Virginia General Assembly have essentially retained the doctrine intact. Moreover, the Supreme Court of Virginia has declared on numerous occasions that it is the prerogative of the General Assembly, not the court, to abolish charitable immunity. Because Virginia doctrinal developments which involve charitable immunity do not comport with trends across the country and have significant implications for plaintiffs, and for defendants which assert charitable immunity, these doctrinal developments warrant analysis. This essay undertakes that effort.

GIS (Geographic Information Systems) and remote sensing techniques were used to predict relationships between bald eagle nest presences and land type, distance to land type and impervious surface cover area. Data plots revealed bald eagle nest presence decreases in response to an increase in area of bareland; increases with an increase in area of forested land; decreases with an increase in distance (m) to shoreline, and decreases in response to an increase in area of impervious surfaces. Logistic regression models identified impervious surfaces as an indicator for bald eagle nest presence (P 24% as unsuitable. Unsuitable area covered 17.82% of …

The purpose of this cross-sectional study was to evaluate whether certain maternal variables were associated with the performance of a primary cesarean delivery rather than a spontaneous vaginal delivery among apparently healthy pregnant women in the Commonwealth of Virginia.Methods. This study utilized the 2004 Virginia Statistics File for Live Births which contained 103,830 records. From this dataset, the following groups of women were excluded: multiparous women, women who had had a previous delivery by any method, women with medical and obstetric problems, women with any labor and delivery complications, women with premature births and women with multiple gestations. Virginia's Pupil Placement Board was the most enduring vestige of the state's "massive resistance" movement in the 1950s. Following the example of other Southern states, the state's General Assembly passed the Pupil Placement Act in 1956 as part of a package of legislation designed to counteract the Supreme Court desegregation ruling. The Act, and the Pupil Placement Board that enforced it, lasted a decade, much longer than any of the other legislative initiatives born during that session, longer than the massive resistance movement itself.Whites, including many of Virginia's leaders, considered the Board to be ineffective at stemming the onslaught of …

In order to understand parents' child care decision making for young children (under 6), this interpretive research interviewed 24 parents and 7 child care professionals from a mid-sized region in Virginia. Using a constructivist research design, the research question explored how parents make child care decisions. Working hypotheses focused the data collection on the role of experience in shaping parents' preferences, the relationship between family needs and child care decisions, and the interactions with family and child care services. Educators are examining many aspects of schools as they find ways to help students improve their performance on standardized tests in order to meet both federal and state standards. This study examined the relationship between organizational climate and student achievement on the Virginia Standards of Learning tests. A total of 1,061 teachers in 47 schools across the Commonwealth of Virginia responded to the climate survey. The survey instrument was the Organizational Health Inventory for Elementary Schools (OHI-E). This brief survey instrument examined five aspects of school climate.
