2006 Safety Belt Usage Survey In Kentucky, Kenneth R. Agent, Eric R. Green

Kentucky Transportation Center Research Report

The objective of this study was to establish 2006 safety belt and child safety seat usage rates in Kentucky. The 2006 survey continues to document the results after enactment of the original “secondary enforcement” statewide mandatory safety belt law in 1994 and the change to “primary enforcement” which was enacted in 2006. Data were collected at 200 randomly selected sites spread across Kentucky. Data from the individual sites were combined into a statewide percentage considering roadway functional classification, geographic region, and vehicle miles traveled. The objective of this report was to document the results of the “Buckle Up Kentucky: It’s the Law & It’s Enforced” 2006 campaign in Kentucky. The campaign involved a combination of earned media, paid media, and enforcement. The earned media started about five weeks prior to Memorial Day 2006 and continued through the enforcement periods. Two separate paid media campaigns and enforcement periods were conducted. One dealt specifically with pickups while the other was a general campaign for all drivers. Transient Dynamics And Structure Of Optimal Excitations In Thermocapillary Spreading: Precursor Film Model, Jm Davis, De Kataoka, Sm Troian

Linearized modal stability theory has shown that the thermocapillary spreading of a liquid film on a homogeneous, completely wetting surface can produce a rivulet instability at the advancing front due to formation of a capillary ridge. Mechanisms that drain fluid from the ridge can stabilize the flow against rivulet formation. Numerical predictions from this analysis for the film speed, shape, and most unstable wavelength agree remarkably well with experimental measurements even though the linearized disturbance operator is non-normal, which allows transient growth of perturbations. Microfluidic flow on chemically heterogeneous surfaces is a useful technique with applications ranging from selective material deposition to the self-assembly of nanostructures. The recent theoretical analysis by Davis [Phys. Fluids 17, 038101 (2005)] of the dip coating of a pure fluid onto vertical, wetting stripes surrounded by nonwetting regions quantified the experimentally observed deviations from the classical Landau-Levich result due to lateral confinement of the fluid by chemical surface patterning. In this present work, the analysis of dip coating of these heterogeneous surfaces is extended to a liquid containing an insoluble surfactant.
