In formulating social policy the administrative arm of government relies heavily on number-based significations of knowledge, such as needs indicators and performance measures. Relying on numbers increases administrators' confidence in their decisions and shifts responsibility for error away from the decision-maker and towards the numbers. A close examination of the technology of social quantification reveals instability in many of the definitions and codes that needs analysts and program evaluators adopt when numerically inscribing social entities. Good science that identifies what causes homelessness, sound evaluations which document that certain programs will never work, and even evidence that promising solutions deserve broad replication, are often disregarded. Such wanton indifference for science would constitute malpractice in the field of medicine, but it sometimes passes as acceptable policy in the field of social welfare. Unintended Consequences Of Property Tax Relief: New York's Star Program, Tae Ho Eom, William Duncombe, John Yinger

New York’s School Tax Relief Program, STAR, provides state-funded property tax relief for homeowners. Like a matching grant, STAR changes the price of public services, thereby altering the incentives of voters and school officials and leading to unintended consequences. Using data for New York State school districts before and after STAR was implemented, we find that STAR resulted in small increases in student performance along with significant decreases in the efficiency with which this performance is delivered and significant increases in school spending and property tax rates. These tax-rate increases magnify existing inequities in New York State’s education finance system.

Full and frank disclosure between corporate issuers and their auditors and accounting advisors is critical for maintaining access to the information required for audits and public confidence in the capital markets. While tax authorities in the United States, Australia, New Zealand and the United Kingdom have the power to make broad requests for working papers, in all four jurisdictions, legislation or administrative practice reflects the determination that the best approach for balancing tax and capital markets requirements is for the revenue authorities to seek working papers only in exceptional circumstances. This paper examines some of the current legal regimes applicable to criminal law in outer space and offers insights into options for future legal developments in the cosmos. It begins by setting out the context for law enforcement in outer space, emphasizing the commercial nature of future space exploration and the need for laws and law enforcement in that environment. Next, various methods for assigning legal jurisdiction in space are examined, and the underlying justifications for the exercise of such jurisdiction are considered. As a part of the grant activities of the Real Choice Systems Change grant from the Centers for Medicare & Medicaid (CMS), the need for a survey of consumers on the Consumer Directed Physically Disabled Waiver (also called the Consumer Directed or CD Waiver) was identified. Literacy is a growing national concern, resulting in federal legislation (e.g., No Child Left Behind Act) instituting higher accountability for states and schools with regard to reading instruction and remediation. As a result, Floridas statewide measure of achievement, the Florida Comprehensive Assessment Test (FCAT) is now tied to retention decisions in third grade as part of the new pupil progression plan in the state. In its first year of implementation (2003), 23% of third-grade students failed the FCAT and over 28,000 were retained.

The purpose of the study on which this article is based was to determine the current extent of linkages among Canadian community health nursing researchers and decision makers and to identify perceptions around the structure and function of potential networks. A qualitative research design was utilised to develop common themes across focus groups, a workshop and key informant interviews. The findings suggest that there is a need for a formal community health network to provide an efficient and timely means to link the expertise required to tackle complex community health policy problems, and to create supports for advancing community health …

Hundreds of miles from the sea, it is in Illinois that the Great Lakes-St. Lawrence Seaway connects with the Mississippi-Ohio River system via the Chicago Sanitary and Ship Canal and the Illinois River through the heart of the state. This article examines the organisational structure and strategic plans of the African Telecommunica- tions Union (ATU). Although the ATU has been restructured to include private telecommunications entities as asso- ciate members, it remains essentially an inter-governmental agency. The article assesses the benefits of a regional approach to telecommunications reform and proposes that regional economic organisations replace the nation states as members of the ATU. Although the goals of the ATU, as articulated in its strategic plans are laudable, clearly de- fined benchmarks and specific strategies to achieve them are needed to make the organisation more effective.

Diffusion of a policy innovation from one state to another is an important component of social change. Several theories and models have been developed to explain how and under what circumstances policy innovation and diffusion occurs. This paper examines the policy diffusion process through the case of Individual Development Accounts (IDAs), a policy innovation designed to provide matched saving opportunities for low-income people to accumulate assets. The aim of the thesis is to examine if the e-governance initiative in Egypt can contribute to poverty reduction. The study utilizes people-centered indicators by employing Sen's "capability approach" where Sen shifts from the traditional understanding of poverty as derivative of insufficient resources to a new perspective which incorporates the lack of capabilities and opportunities into the definition of the term.
