This report examines the provision of a variety of government services within Kentucky. The provision of these public services, specifically the cost of providing these services is examined for the years 1992, 1997, and 2002. In addition, employment and salaries in government services are also examined. In addition to comparing costs within Kentucky during this period, the costs of providing public services are also compared to costs of the same government services by its neighboring states (Illinois, Indiana, Missouri, Ohio, Tennessee, Virginia, and West Virginia).

This report documents an analysis of traffic crash data in Kentucky for the years of 1999 through 2003. A primary objective of this study was to determine average crash statistics for Kentucky highways. Average and critical numbers and rates of crashes were calculated for various types of highways in rural and urban areas. These data can be used in Kentucky's procedure to identify locations that have abnormal rates or numbers of crashes.

The government's ability to gain and hold a high proportion of citizens' trust is essential to the functioning of an efficient and successful administration at the federal, state, and local levels. This thesis is a quantitative study aimed at finding possible explanations for differences in levels of political cynicism. One possible explanation, right-wing authoritarianism (RWA), is the subject of this study. Furthermore, the study aims to link the variables to the 2000 Louisville-Jefferson County merger. The purpose of this study was to investigate how various components of family literacy programs such as operational characteristics (enrollment procedure, hours of operation, time of class, curriculum selection, type of instruction, and age of child served) and staff characteristics (gender, full or part time status, and educational attainment level) influence the recruitment, and goal attainment of adults in family literacy programs. This research investigated factors that could help educational administrators improve family literacy programs through increased enrollment, and improvement of goal attainment of participants. 2004 Safety Belt Usage Survey In Kentucky, Kenneth R. Agent, Eric R. Green

Kentucky Transportation Center Research Report

The objective of this study was to establish 2004 safety belt and child safety seat usage rates in Kentucky. The 2004 survey continues to document the results after enactment of a statewide mandatory safety belt law in 1994 and safety belt enforcement campaign. Data were collected at 200 randomly selected sites spread across Kentucky. Data from the individual sites were combined into a statewide percentage considering roadway functional classification, geographic region, and vehicle miles traveled.

The data show that the usage rate in 2004 (66.0 percent) was slightly higher than that in 2003 (65.5 percent). This compared to 62.0 percent …

The objective of this report was to document the results of the “Buckle Up Kentucky: It’s the Law & It’s Enforced” 2004 campaign in Kentucky. The campaign involved a combination of earned media, paid media, and enforcement. The earned media started two weeks prior to Memorial Day 2004 and continued through the enforcement period. The paid media started one week prior to Memorial Day. The enforcement period was a two-week period including the week before and the week of Memorial Day.

Child Maltreatment Assessment And Recidivism : A Study Of Kentucky Child Protective Services., Helen Katherine Mudd

This quantitative dissertation examines risk assessment and recidivism of child maltreatment to determine the relationship between child protective services provided by the Kentucky Department of Protection and Permanency and risk of harm. A chart review of existing data on 3,235 closed Kentucky child protective services cases provides information about the quality of service provided to families, the reduction of risk of maltreatment assessed in the family, and the rate of recidivism following case closure. This dissertation examines the usefulness of the Continuous Quality Assessment tool (CQA) and its effectiveness in assessing risk. The CQA is an assessment tool that is …

This dissertation is an exploratory study of the indicators of receptivity that communities portray towards international service-learning programs. Historically, programs such as service learning programs choose communities and other working partners based on the needs of these communities. International service-learning on the other hand because of the high cost of travel to another country and accommodation needs to minimize the risk of having unsupportive partners. Prosecutorial Misconduct In Capital Cases In The Commonwealth Of Kentucky: A Research Study 1976-2000, Roberta M. Harding, Bankole Thompson

Law Faculty Scholarly Articles

The prosecutor wields tremendous power within the American criminal justice system. When that power is misused-particularly in capital cases-tremendous injustices are perpetrated. Yet, occurrences of prosecutorial misconduct seem to occur with distressing regularity. An exhaustive study covering appeals from 1973-95 revealed that two-thirds of overturned death penalties in the United States resulted from overzealous police and prosecutors who withheld exculpatory evidence. Our study covered 55 Kentucky cases from 1976-2000 and found evidence of prosecutorial misconduct in nearly one-half of them, often with several instances per case.

Author writes of her personal experiences growing up in an historic house in downtown Bowling Green, Ky. Built in 1844, this house served as a private residence, an overnight guest house, the headquarters for Johnnie Massey Clay, President of the Cumberland Presbyterian Church's Women's Missionary Society, and apartments for senior adults, small families and young professionals. Over the years, what was originally a two room over two room Greek-revival townhouse built in the popular Flemish bond brick pattern had at least four additions and was renovated for creative reuses.

Center of Excellence in Rural Health Reports

Examines the inadequate supply of doctors in outlying regions of the Commonwealth. Through literature review, data analysis, personal interviews and other research methods, the UK Center for Excellence in Rural Health-Hazard study concluded that Kentucky needs an additional 600 primary care physicians in order to adequately meet the health care needs of its residents. The findings appear in the October 2005 Journal of the Kentucky Medical Association.
