Scintillation Model For A Satellite Communication Link At Large Zenith Angles, Larry C. Andrews, Ronald L. Phillips, Cynthia Young Hopen

A scintillation model is developed for uplink-downlink optical communication channels applicable in moderate to strong fluctuation conditions that may arise under large zenith angles between transmitter and receiver. The model developed here is an extension of a recently published theory that treats irradiance fluctuations along a horizontal path as a modulation of small-scale scintillation by large-scale scintillation. For a downlink path the scintillation index is modeled like that of an infinite plane wave, and for an uplink path we consider a spherical wave model. In both cases the scintillation index agrees with conventional weak-fluctuation-theory results out to zenith angles of …

Over the past two decades there has been a marked expansion in legal challenges to local land use regulations claiming violations of the free speech clause of the First Amendment to the United States Constitution. First Amendment claims can arise whenever government enacts or enforces zoning or other regulations that deal with uses such as billboards or adult entertainment businesses. This article discusses why this litigation is taking place, provides an overview of First Amendment law, and offers local officials some guidelines to help avoid potential legal challenges.

To reach the levels of prosperity in the urban South, rural leaders have a three-fold challenge: to improve human capital, to improve local amenities, and to identify the niche of rural communities in the new economic regions of the South, in other words, spatial labor markets will play a key role. The article first reviews key problems facing rural communities in the South that are likely to cause rural earnings-per-worker and employment opportunities to lag behind those in urban centers. What Does The Future Hold? What Globalization Might Mean For The Rural South, Amy K. Glasmeier, Robin M. Leichenko

This paper considers the implications of economic globalization for rural communities in the U.S. South. Despite significant gains in average incomes and educational attainment in the South over the past 30 years, the paper finds that the rural South's longstanding reputation as the nation's low-wage, low-skilled region remains largely intact. In particular, manufacturing wages in the rural South have remained stagnant relative to the rest of the United States. Furthermore, as dominant sectors such as textiles and apparel continue to experience price competition and international pressure, there will likely be additional downward pressure on wages in low-skill southern industries, and …

Service Industries And Employment Growth In The Nonmetro South: A Geographical Perspective, William B. Beyers, Peter B. Nelson

Service employment has grown rapidly in the nonmetro South in recent years, accounting for 87 percent of overall job growth in the 1985-1995 time period. This pace has been sustained in nonmetro areas that are adjacent to metro areas, as well as in more remote nonmetro areas that are not adjacent to metro areas. Retail, health, and producer services account for the largest share of service employment growth. In contrast to the United States as a whole, which experienced declines in manufacturing employment, the nonmetro South has had increases in manufacturing employment. Along with the recent resurgence of interest in the agglomeration and clustering of economic activity, there has been increasing interest in industry clusters as a potential economic development strategy. Ultimately, the question of whether or not clusters are an appropriate focus of economic development strategies for rural areas depends on the relationship between clusters and local economic growth. We conducted a survey to identify present patterns and future priorities for mammal research in southern Africa (countries including and southwards of Angola, Zambia and Tanzania). Two sets of peer-reviewed journals were scanned for papers on southern African mammal research over the period 1988-1998: one set comprised five journals published in South Africa; the other comprised 10 journals published abroad. For the same period we reviewed titles of M.Sc. and Ph.D. dissertations completed in zoology departments of South African universities. The Annual Report contains details of Central Bank of Nigeria (CBN) financial activities during the 1999 accounting year in accordance with statutory requirement. During the period under review, the Bank carried out its core functions under CBN Decree No. 24, 1991, and the Banks and Other Financial Institutions (BOFI Decree No. 25, 1991). The CBN also performed developmental and technical assistance roles to contribute to economic development and capacity building. In 1999, the CBN carried out core functions, including issuance of currency notes and coins, maintaining Nigeria's external reserves, and promoting monetary stability. Getting Serious About Curtailing Deferral Of Us Tax On Foreign Source Income, Robert J. Peroni, J. Clifton Fleming Jr., Stephen E. Shay

When a U.S. person conducts business or investment activity abroad through a foreign corporation in a country that imposes only low rates of tax, the so-called deferral privilege allows the U.S. taxpayer to defer substantial amounts of U.S. tax at the cost of only a small foreign levy. Hence, the deferral privilege operates as a tax subsidy of sorts for U.S. persons with operations in low tax foreign countries and provides a major incentive for U.S. persons to shift their business operations and investments to foreign countries that impose little or no tax on the earnings of the foreign corporations.To …

We assessed the diet of a single great horned owl residing on a small coastal island in Long Island Sound by examining the contents of pellets and other materials found below roosts. This owl fed on an unusually broad array of prey items, especially birds, providing insight into the foraging strategies used.

Type material for 220 nominal species of fossil actinoceratoids, bactritoids, endoceratoids and nautiloids are in the Invertebrate Paleontology Collections of Yale University's Peabody Museum of Natural History. Primary types for 158 nominal species include 133 holotypes, 64 syntypes (representing 18 nominal species), one lectotype and two neotypes. Secondary types for 22 nominal species include 90 paratypes. Tertiary types of 98 nominal species include 159 hypotypes. Most types are from Coahuila (Mexico), Newfoundland, New York State and Quebec and have been described by R.H. Flower, A.F. Foerste, J. Hall and A.K. Miller.

Probing The Mechanisms Of Enantioselective Hydrogenation Of Simple Olefins With Chiral Rhodium Catalysts In The Presence Of Anions, Jillian M. Buriak, Jason C. Klein, Deborah Herrington, John A. Osborn

The strong influence of various anions upon the hydrogenation of 2-phenyl-1-butene, catalyzed by chiral rhodium catalysts was investigated. Both sulfonates and halides exert large increases in the enantioselectivity when [Rh{(−)-bdpp}(NBD)]ClO4 (bdpp=2,4-bis(diphenylphosphino)pentane, NBD=2,5-norbornadiene) is used as the catalyst precursor at high pressures (70 atm) of dihydrogen in nonpolar solvents. A dihydride mechanism similar to that for Wilkinson's catalyst [RhCl(PPh3)3] was shown to be operating at both high- and low-pressure conditions through a combination of catalytic studies, 31P, 1H and parahydrogen-induced polarization (PHIP) NMR experiments. With sulfonate and in neat methanol, however, a mechanistic switch takes place from a dihydride route (dihydrogen …

RESTRICTING APPLICATION OF THREE STRIKES LAW TO VIOLENT AND SERIOUS FELONIES. INITIATIVE STATUTE. Amends "Three Strikes" law to require mandatory increased sentences only when current conviction is for serious or violent felony such as rape, robbery or burglary. Provides that only prior convictions for serious or violent felonies will qualify for second and third "strike" sentence enhancements. Requires re-sentencing within 180 days of enactment for persons currently sentenced pursuant to "Three Strikes" law if offense for which they were sentenced or prior convictions used to increase their sentences do not qualify under this measure as serious or violent felonies. An improved method of gas metal arc welding (GMAW) is disclosed. The method includes utilizing a pulsed current having a variable waveform to ensure the detachment of one-droplet-per-pulse of current. During the welding process, the current is sufficient to produce a droplet at the end of a consumable electrode wire. After the droplet reaches a desired size, the current is lowered to induce an oscillation in the droplet. The current is then increased which, in combination with the momentum created by the oscillation, effects droplet detachment. In ‘Plato’s Euthyphro: An Analysis and Commentary’ (33), Peter Geach attributes two assumptions to Socrates which he calls the ‘Socratic Fallacy’ since its locus classicus is the early Socratic dialogues:

(A) if you know you are correctly predicating a given term ‘T,’ you must ‘know what it is to be T’ in the sense of being able to give a general criterion for a thing’s being T;

(B) it is no use to try and arrive at the meaning of‘T’ by giving examples of things that are T.
